Renovation of a library in Liberty, Texas. Completed plans call for the renovation of a library.

Provide preconstruction, consultation and administrative services during design portions of work, construction services, closeout, and warranty phase services for the TSLAC HVAC Upgrades - Sam Houston Regional Library and Research Center project, as described above in Section I. The Sam Houston Regional Library and Research Center is a component of the Texas State Library and Archives Commission's (TSLAC) Archives and Information Services Division (ARIS) and serves as the official regional historical resource depository for the 10 southeast Texas counties of Chambers, Hardin, Jasper, Jefferson, Liberty, Newton, Orange, Polk, San Jacinto, and Tyler. The installed HVAC system at the Sam Houston Regional Library and Research Center is a closed-loop condenser water system consisting of 10 Vertical Water Source Heat Pumps (WSHP), with an open cooling tower, an electrical water heater, a common piping loop comprised of a supply and return line, and a recirculating condenser water pump. Standard hydronic accessories are also part of the system such as an expansion tank and vents; however, bypasses and equipment isolation valves for servicing were typically omitted. Also, water conditioning equipment has been omitted. Construction is required to commence within seven (7) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be Fourteen (14) calendar days. The construction contract period is projected for a term of One-hundred Twenty (120) calendar days except as may be otherwise amended or negotiated. Respondents to the RFQ should consider the "Cost of Work" as Four Hundred Fifty-five Thousand Five Hundred dollars ($455,500), not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP). In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to provide pre-construction services during the planning and design phase, construction, and construction management, hereinafter described as TFC Project #21-003-2522(the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement. Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements. Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing.
