Site work and paving for a mixed-use development in Warrington, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

This project involves the improvements to Docter Adams Community Park, located along Oxford Drive in Warrington Township, including clearing and grubbing, removal of existing playground equipment, trees and existing walkways. Also included is the installation of new playground equipment with safety surfacing, the resurfacing of an existing basketball court, construction of proposed bituminous walkway, segmented block wall, a rain garden and provisions for all necessary erosion and sedimentation controls. Work will occur within Township property and road right-of-way. Clarification Deadline: 8/12/2021 4:00 PM All bids must include lump sum or unit prices to be considered for award by the Township at their option after review of the bid amounts. Bids must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total Bid Amount made payable to the Township. The bidder is specifically advised that the project is receiving Community Development Block Grant (CDBG) funds pursuant to the Housing and Community Development Act of 1974, as amended. Consistent with other Federal programs, CDBG requires various Federal laws, regulations and guidelines the successful bidder and their Subcontractors must comply with including, but not limited to: Title VII of the Civil Right Act of 1964 and Executive Order 11246; 29 CFR Parts 1, 3, 5, 6 and 7 Davis-Bacon Act; 40 U.S.C. 327-333 Contract Work Hours and Safety Standards Act; 24 CFR Part 135 Section 3. The entire project is subject to Federal prevailing wages. The successful bidder will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by the Township, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by the Township, each equal to one hundred percent (100%) of the Contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor. Bidders are advised that all applicable provisions of the Occupational Safety and Health Act (Public Law 91-596, dated December 29, 1970, latest revision) shall be strictly adhered to on this project. Bids must be accompanied by a completed Bid Form, Bidder's Qualification Statement, electronic copy of Bid Bond, executed Non-Collusion Affidavit, Public Works Verification Form and required Community Development Block Grant Forms as set forth in the Contract Documents. Failure to submit an Affidavit with the bid proposal will result in disqualification of the bid.
