Site work and new construction of a water / sewer project in Lincoln City, Oregon. Working plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The City of Lincoln City is requesting proposals to provide Progressive Design-Build services for the design and construction of Ester Lee Pump Station. Work includes upgrading Ester Lee North Pump Station, demolishing Ester Lee South Pump Station, a gravity sewer line and a pressure line. A new pump station building is required that is located within a flood plain. All questions or requests for clarification shall be directed in writing to the Terry Chamberlin, Project Manager, via email: tchamberlin@lincolncity.org, or by regular mail to Lincoln City, PO Box 50, Lincoln City, Oregon 97367. All written questions must be received by the City Engineer by 5 PM PST on August 23, 2021, 10 calendar days prior to the Proposal Due date. The City Engineer will determine appropriate responses, if any, and if necessary an Addendum will be issued to all plan holders of record at least 5 calendar days prior to the Proposal Due date. Any verbal response(s) obtained from any source by proposers will be considered informational and shall not be relied upon by proposers. The Contractor must comply with the provisions required by ORS 279C.800 to ORS 279C.870 (PREVAILING WAGE RATE). City may cancel this procurement or reject any proposal and City may reject for good cause all proposals after finding that doing so is in the public interest. The cost for design and construction of the Project is currently budgeted at $1,300,000. If the project estimated cost exceeds this amount during Phase 1 or 2, the design/build team and the City will review the project scope and determine how the project will proceed This project is to design and construct a replacement pump station at the location of the existing Ester Lee North Pump Station (north end SW Anchor Ct. at the Ocean). The project will remove the Ester Lee South Pump Station located at SW Anchor Ct. & SW 37 th Place and construct a gravity line to the new Ester Lee Pump Station. The new pump station will be located within an existing City right-of-way and within a FEMA flood plain area. The project will also include replacing the 6-inch AC force main from Ester Lee South Pump Station 840 feet to the gravity system in Hwy 101 near Inn at Spanish Head.
