Site work for a water / sewer project in River Oaks, Texas. Completed plans call for site work for a water / sewer project.

CCN NO. 600648224 The project will consist of the following: The City of River Oaks, Texas (herein called the "Owner") intends to replace and install approximately 39,555 linear feet of new sanitary sewer lines varying in size from 8" through 12" in diameter by utilizing pipe bursting construction technology and open cut. This project will also include replacing and reconstructing approximately 126 new manholes to replace old manholes. The contractor shall excavate and connect existing sanitary sewer services to said new sewer lines and excavate and connect new sewer lines to new manholes. The contractor shall include all excavation, pipe bursting, manholes, pipe materials, equipment, labor and incidentals to construct the project in accordance with the plans, specifications and contract documents. This contract is to be funded through a loan obtained from the TWDB as part of the Clear Water State Revolving Fund (CWSRF). There are a number of special provisions for this funding that bidders, by submitting a bid, acknowledge understanding of the following: A contract is contingent upon release of funds from the TWDB, Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. The contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under TWDB financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. American Iron and Steel (AIS) This project is subject to the American Iron and Steel (AIS) requirements of 33 U.S.C.; 1388 for Clean Water State Revolving Fund projects or Public Law 114-113, Consolidated Appropriations Act, 2016, or subsequent appropriations acts, for Drinking Water State Revolving Fund projects. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of these laws. EPA's policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Small Minority and Women-Owned Business Enterprises. Although EPA's policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The current fair share goals for the State of Texas are as follows: CATEGORY MBE WBE EQUIPMENT 16.28% 11.45% SERVICES 20.41% 13.66% SUPPLIES 25.34% 8.82% CONSTRUCTION 19.44% 9.71% Prime contractors are required to comply with EPA's good faith effort policy when awarding sub-agreements for construction, supplies, equipment and services. A Certified Check or Bank Draft, payable to the City of River Oaks or a negotiable U.S. Government Bond (at par value) or a satisfactory Bid Bond, executed by the Bidder of an acceptable Surety in an amount equal to five percent (5%) of the total bid shall be submitted with the bid. No bidder may withdraw his bid within 60 (sixty) days after the actual date of opening thereof. Small and minority firms are encouraged to submit bids on this project.
