**As of 10/18/2021 This project has not yet been awarded no timeframe Project Location- HRSD James River Treatment Plant (JRTP) - 101 City Farm Road Newport News, VA Drill, Develop & Test 3 Managed Aquifer Recharge (MAR) Wells: o JR_MAR_01 o JR_MAR_03 o JR_MAR_04 o Convert Existing TW-4 to a Monitoring Well The Base Bid requires pricing to furnish and install 2205 Duplex Stainless Steel material for selected well components The Alternate requires pricing to furnish and install Type 316L Stainless Steel material in lieu of 2205 Duplex Stainless Steel for selected well components, as specified. This price will not be used to evaluate bids for award. The alternate items will be evaluated and used only if in the best interest of HRSD 23602Procedures for submitting a Bid, claiming an error, withdrawing of Bids and other pertinent information are contained in the Instructions to Bidders. HRSD reserves the right to reject any or all Bids, waive any informalities, or negotiate with the low bidder as described in the Instructions to Bidders. Contractor registration in accordance with Title 2.2, Chapter 43 and Title 54.1, Chapter 11, Code of Virginia is required. The Project or Work consists of the construction and test of 3 recharge wells at the HRSD James River Treatment Plant site. This project is part of the HRSD multi-phase managed aquifer recharge program to implement the Sustainable Water Initiative for Tomorrow (SWIFT) program. The final goal is recharging the Potomac Aquifer with up to 100 million gallons per day purified SWIFT Water (wastewater treated to meet drinking water standards and be compatible with the geochemistry of the aquifer) from up to 5 treatment facilities. A Bid Bond in the amount of 5 percent of the Bid shall be submitted electronically with each Bid. This project is being funded in part under the Virginia Clean Water Revolving Loan Fund (VCWRLF). Bidders shall comply with the President's Executive Order No. 11246 (Prohibiting discrimination in employment regarding race, color, creed, sex or national origin), No. 12138 and No. 11625 (Regarding MBE/WBE utilization). Bidders shall also comply with the Civil Rights Act of 1964. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on basis of race, color, creed or national origin. This project is being funded in part under the Water Infrastructure Finance and Innovation Act (WIFIA). Bidders shall comply with the President's Executive Order No. 12549, United States Code Title 31, Section 1352, and with the following federal non-discrimination requirements: Civil Rights Act of 1967, Rehabilitation Act of 1973, The Age Discrimination Act of 1975, Federal Water Pollution Control Act Amendments of 1972, Title 40, Part 7 of the Code of Federal Regulations, and President's Executive Order No. 11246.
