The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified Offerors to provide Job Order Contracting (JOC) Services to the City of Newport News, City of Hampton, Hampton City Schools, York County, York County Schools, Gloucester County and Gloucester County Public Schools hereafter referred to as Participating Agency or Agencies. References to "City" in the Terms and Conditions shall be interpreted to include all Participating Agencies The City of Newport News serves as the lead agency to administer a joint procurement with the defined Participating Agencies to establish an agreement for Job Order Contracting (JOC) services. This RFP will be administered and awarded in accordance with of the Virginia Code. In accordance with Virginia Code, each individual project shall not exceed $500,000. Each Participating Agency will establish and administer its own agreement in accordance with of the Code of Virginia. The Contract established from this Request for Proposals is an indefinite delivery/indefinite quantity type contract that would enable each Participating Agency to accomplish repair, alteration, and new construction projects with a single competitively solicited contract. JOC is based on a Unit Price Book ("UPB") of pre-priced items. Contractors may offer a coefficient/adjustment factor or multiplier that is applied to the prices in the UPB. The Contractor may be asked to perform a series of projects simultaneously or at different times during the course of the contract period for each Participating Agency. . Question Submission Deadline:November 21, 2023, 1:00pm CONTRACTORS LICENSE. The Contractor shall have and maintain an appropriate Contractor's License from the Department of Professional and Occupational Regulation. A Contractor's License is required for each sub-contractor, as is an individual license for Contractor/sub-contractor employees when applicable. PERFORMANCE AND LABOR AND MATERIAL PAYMENT BONDS. The Contractor may be required to provide Performance and Labor and Material Payment Bonds to each Participating Agency in a form and amount required by the Participating Agency in accordance with State or Local Law.
