Demolition, site work, paving and new construction of a civil project in Collierville, Tennessee. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

This project is included in the Town of Collierville's fiscal years 2024-2028 Capital Improvement Plan (CIP). As of January 18, 2024, an engineer firm has been selected. Further details regarding design and construction have not been identified. A firm timeline for construction has not been established; however, funding is allotted to fiscal year 2026. A detailed scope has not yet been released. *The closed solicitation has been included below for reference: The Town of Collierville, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional engineering firm to provide various engineering services for the project listed below. Funding is provided by TDOT's Surface Transportation Block Grant (STBG) Program and the Town of Collierville. The project shall be accomplished in accordance with the current manual of TDOT's Local Programs Guidelines for the Management of Federal and State Funded Transportation Projects. The professional engineering firm must be on TDOT's pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest (LOI). The pre-qualified firm must have unlimited status with TDOT. Responsibilities of the professional engineering firm include but are not limited to: preparation of all necessary documents in order to obtain NEPA Approval and a Notice to Proceed from the Tennessee Department of Transportation (TDOT) for the following phases: Design, Right of Way (ROW), Construction. This project involves the replacement of an existing bridge and associated road construction. Once a consultant is selected and the Town issues a Notice to Proceed, the project is estimated to take between thirty-six and forty-eight months. Questions related to the LOI may be submitted to Celia Rosser, Senior Procurement Specialist at (901) 457-2262. The Town is not responsible for delays occasioned by the U.S. Postal Service or any other means of delivery employed by the proposer. Similarly, the Town is not responsible for, and will not open, any LOI that are received later than the date and time stated above. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. The consultant selected for this project will enter into a Professional Services Agreement with the Town of Collierville that will be lump sum and paid through monthly progress payments. Phase I Evaluation For Phase I evaluations firms shall submit Letters of Interest with the firm's contact information including name, address and e-mail of primary contact. The letters of interest shall also include: Experience with bridge design/replacement projects per TDOT Specifications; bridge design and roadway design projects that followed TDOT's Local Government Guidelines (LGG). Provide a separate page that lists all bridge replacement projects and bridges designed per TDOT Specifications. Provide a separate page that lists bridge replacement and bridge design projects, and roadway design projects that followed TDOT's LGG. For each project, provide scope of work performed and sub-consultants scope (if applicable). TDOT Unlimited Status and Pre-qualification. Documentation of pre-qualified and unlimited status is to be included with LOI Submittal. Project capabilities of the prime consultant's staff, number of employees by disciplines, professional licensure, number of qualified local staff. Provide separate page that lists both local and non-local staff and any sub-consultants that are to be used. Listing of staff with current TDOT Certificates for the following: LGG for the Management of Federal and State Funded Transportation Projects; Local Public Agency Workshop - Right of Way Division; Include a copy of all pertinent certificates for appropriate staff. From the letters of interest, the Town of Collierville will select three qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected. Phase II Evaluation The Town of Collierville will evaluate the selected firms from Phase 1 on the following criteria (relative weight): a. Previous experience in the required disciplines for: 1) bridge design and bridge replacement projects designed per TDOT Specifications, 2) bridge design, bridge replacement, roadway design projects that followed TDOT's LGG for the Management of Federal and State Funded Transportation Projects. Previous experience including but not limited to obtaining all environmental approvals, design (bridge and roadway), preparation of all necessary ROW documents, bid book preparation and bid services, construction administration, NEPA Re-evaluation (if necessary). Provide a separate page that lists previous and current bridge and roadway design projects that followed TDOT's LGG process and a separate page that lists bridges designed per TDOT specifications. Also, list prime consultant's and sub-consultant's (if applicable) responsibilities. (40%) b. Firm/staff: experience, qualifications, availability, local staff, proven management skills. Technical competence necessary to obtain all approvals and NTP's for the following phases: NEPA, design, ROW, construction. Provide separate page that lists both local and nonlocal staff, consultant's scope and any sub-consultants scope (40%) c. Workload capacity, demonstrate ability to meet schedules without compromising sound engineering practices. Past performance (10%) d. Technical approach: proposal meets requirements, project approach narrative describing the proposer's understanding of the scope of work and deliverables, executive summary giving a brief description of the firm's and any sub-consultant's capabilities that would qualify the firm to be selected, how the project will be managed, an expected project schedule, overall quality and completeness of proposal. (10%) The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation. The Town of Collierville reserves the right to reject any and all proposals, accept proposals in part or whole, waive defects, informalities or minor irregularities in proposals or proposal process and to make proposal awards, as deemed, to be in its best interest. The method of Contractor Selection has not been Determined at this time.
