Questions regarding proposals are accepted via email at bidquestions@seengineering.com up to Friday September 10, 2021, at 12:00 P.M. The project consists of reconstructing 270 linear feet of Head Road in unincorporated Whitfield County that has recently failed. The new roadway section will consist of two 10 ft asphalt lanes in each direction with 1 ft grassed shoulders on each side of the roadway and a concrete V-ditch on the south side of the roadway. There is also one 50 ft drainage pipe in the middle of the project with a drop inlet and a flared end section. There is approximately 320 linear feet of bared wire fence that will need to be replaced as part of the project. The geotechnical reports included in the contract also details the required remediation of the failure area that is required prior to final grading for the new roadbed. All grading, subgrade construction and the required erosion control measures will be the responsibility of the contractor. All the final asphalt final paving will be completed by Whitfield County Public Works. The GDOT Standard Specifications Construction of Transportation Systems, 2021 Edition and applicable supplemental specifications that apply to the construction contract. The successful bidder must have a Performance Bond in the amount of fifty percent (50%) of the Bid Price and a Certificate of Insurance including a bid bond of 5% of the Bid Price, not to exceed $25,000.00. From Notice to Proceed (NTP) the allotted construction time will be 45 consecutive calendar days. Payment for the work will be made monthly and within 15 days of the date in which billing is received. Applications for payment should be submitted on or before the first of each month and will be approved for payment by the OWNER on the basis of work in place. The right is reserved by the Owner to delay the award of the Contract for a period not to exceed Ninety (90) days from the date of opening of the bids. The right is also reserved to reject or accept any and all bids in whole or in part and to waive any and all technicalities of informalities. If the contract is awarded it will be awarded to the lowest responsive bidder whose proposal shall have meet all the prescribed requirements
