Street surface preparation, approximately 126,600 cubic feet of replace AC surfacing, traffic control, striping, pavement marking, pavement markers, and all other work shown in the drawings and as required by the specifications at various locations in the City. No contractor or subcontractor may be listed on a bid proposal for this project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5. Failure to register prior to bid opening shall cause the bid to be deemed non-responsive and no exception will be allowed including the renewal exception allowed in Labor Code Section 1725.5 (C). No contractor or subcontractor may work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations Each bid shall be made in accordance with the specifications and proposal requirements thereof and no bid will be received unless it is made on a proposal form furnished by the City Engineer. Each bid must be accompanied by cash, certified or cashier's check, or original bidder's bond made payable to the City of Redding for an amount equal to at least ten percent (10%) of the total amount of the bid as a guarantee that the contractor will execute the contract in conformance with his proposal and the specifications. Such guarantee shall be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. The "Payment Bond" (Material and Labor Bond) shall be for not less than 100 percent of the contract price, to satisfy claims of material suppliers and of mechanics and laborers employed by it on the work. The "Performance Bond" shall be for 100 percent of the contract price to guarantee faithful performance of all work, within the time prescribed, in a manner satisfactory to the Agency, and that all materials and workmanship will be free from original or developed defects. The City reserves the right to reject any and all proposals. Without limiting the generality of the foregoing, any proposal which is incomplete, illegible, or irregular may be rejected; any proposal having erasures or corrections in the price sheet may be rejected; any proposal in which the unit price is omitted or in which the unit price is obviously unbalanced may be rejected; any proposal accompanied by an insufficient or irregular bid security may be rejected.
