The initial schedule stipulated that the work be complete by end of 2021, new anticipated schedule completion is end of 2022. This work for Indianapolis Metropolitan Airport consists of bituminous milling, bituminous pavement repairs, placement of bituminous surface course, concrete curb repairs, and other miscellaneous repair work for the main vehicle parking area adjacent to the airport office and FBO. Bituminous pavement repairs will consist of the full depth removal and replacement of bituminous concrete pavement and subgrade materials at locations designated by the Engineer. Smaller cracks less than 1-1/2-inch wide will be sealed or filled with hot-applied mastic sealant. Cracks larger than 1-1/2 wide will be filled with hot-applied mastic sealant. Concrete curb repairs will consist of the removal and replacement of broken curb at locations designated by the Engineer and shown in the plans. Additive Alternate 1 is the replacement of the existing concrete parking blocks with new concrete parking blocks. Additive Alternate 2 consists of the repair of the HMA pavement to be used as the staging area. Damage to the pavement outside of the patch location shown caused by the Contractor's operations shall be repaired at no cost to the Owner. Each bid shall include all work, labor, equipment, and materials necessary to complete the project as required in strict compliance with the drawings and specifications (Plans) prepared by Crawford, Murphy, & Tilly, 8790 Purdue Road, Indianapolis, Indiana 46268. Pursuant to the repeal of Indiana Code 5-16-7, effective July 1, 2015, common construction wages are not required on this project. In accordance with Indiana Code Section 5-16-13-1, et seq., prequalification with the Indiana Department of Administration (IDOA) or the Indiana Department of Transportation (INDOT) is required of all contractors, in any contractor tier, performing work under contract to the IAA which is estimated to be One Hundred Fifty Thousand Dollars ($150,000) or greater. All bids shall be accompanied by a scanned copy of the bid bond in an amount of not less than 5% of the contract amount. Original copy of the bid bond will be requested from the successful bidder immediately following the bid opening. Contractors awarded a contract will be required to furnish acceptable surety bonds in the amount of 100% of the contract price. Said performance, material and payment bond shall remain in effect for twelve (12) months after the date of the Owner's final acceptance of Contractor's work. Should a successful bidder withdraw their bid or fail to execute a satisfactory contract within seven (7) days the Indianapolis Airport Authority may declare the bid deposit forfeited. The Bidder's attention is directed to the fact that the maximum amount of work that may be subcontracted on the project will be 50% of the total amount of the bid. The Owner has established goals for certified Minority Owner Business Enterprises ("MBE"), Women Owner Business Enterprises ("WBE") and Veteran Owned Business Enterprises ("VBE") participation. The MBE/WBE/VBE participation goal for this project is 20%. Overall Participation Goal is 20% cumulative participation comprised of MBE, WBE and/or VBE. Goals for minority participation for each trade: 12.5% Goals for female participation in each trade: 6.9%
