DESCRIPTION OF WORK: The City of Miramar is soliciting bids from qualified contractors to furnish all labor, materials, tools, equipment, machinery, incidentals and service necessary to This Project includes the design of the expansion of Pembroke Road from SW 160th Ave to US-27 and the extension of Miramar Parkway from SW 192nd Terrace to Pembroke Road. PURPOSE Pursuant to Section 287.055, Florida Statutes, the "Consultants Competitive Negotiation Act", the City of Miramar (City) is seeking to engage the Services of a qualified licensed Consultant to prepare and provide the City a complete contract package associated with the design of the expansion of Pembroke Road from SW 160th Ave. to US-27 and the extension of Miramar Parkway from SW 192nd Terrace to Pembroke Road (the "Project"; also known as MIRA 001- Pembroke Road Expansion from SW 160th Avenue to 184th Avenue, MIRA 002 - Pembroke Road Expansion from SW 184th Avenue to 200th Avenue, MIRA 003 - Pembroke Road Expansion from SW 200th Avenue to US-27, and MIRA 004 - Miramar Parkway Extension to Pembroke Road). GENERAL DESCRIPTION This Project includes the design of the expansion of Pembroke Road from SW 160th Ave to US-27 and the extension of Miramar Parkway from SW192nd Terrace to Pembroke Road. This Project includes three design segments: o The widening of Pembroke Road from SW 160th Ave (Dykes Road)to SW 196th Ave - From SW 160th to SW 196thAve, the final configuration will include widening from an existing 2 lane typical section to a 4 lane divided roadway with median, landscaping, irrigation, lighting, drainage, buffered bike lanes, sidewalks, noise walls, traffic signal design, and pavement marking and signage. o The expansion of Pembroke Road from SW 196th Ave to US-27 - From SW 196th Ave to US-27, the final configuration will include a new 4 lane divided roadway with median, a bridge/culvert over canals at SW 196 Ave and SW 208 Ave, landscaping, irrigation, lighting, drainage, buffered bike lanes, sidewalks, noise walls (if warranted, solely adjacent to the developed area on the north side of Pembroke Road between SW 196th Avenue and SW 198th Terrace), pavement marking and signage, traffic signal design, and warrant studies. o The extension of Miramar Parkway from SW 192nd Terrace to Pembroke Road. - the final configuration will include a new 2 lane divided roadway with median, landscaping, irrigation, lighting, drainage, buffered bike lanes, sidewalks, noise walls, pavement marking and signage, traffic signal design, and warrant studies. SITE OF PROJECT The Project includes the following segments: - Pembroke Road Expansion from SW 160th Avenue to 184thAvenue - Pembroke Road Expansion from SW 184th Avenue to 200thAvenue - Pembroke Road Expansion from SW 200th Avenue to US-27 - Miramar Parkway Extension to Pembroke Road SCOPE OF SERVICES The Consultant shall provide the City with complete signed and sealed plans, specifications, reports, studies, and any other applicable documentation as set forth in or required by Chapter 61G15, Florida Administrative Code & Florida Administrative Register Department of Business and Professional Regulation, Board of Professional Engineers. Any and all plans, specifications, reports, studies, and documentation, must be produced to Florida Department of Transportation (FDOT) Standards, Broward County Standards, and City of Miramar Standards using the current editions of the FDOT Standard Plans for Road and Bridge Construction, Florida Design Manual and Standard Specifications for Road and Bridge Construction, Florida Department of Transportation Project Development and Environment (PD&E) Manual, Florida Greenbook, City of Miramar Engineering Standards for Public Works and Utilities Systems, Broward County Water and Wastewater Standards, and any other applicable manual, guideline, or standard. The consultant will be expected to provide some or all of the following design Services, including but not limited to: Preparation of topographic survey, renderings, noise study and soundwall justification, drainage analysis, lighting justification/warrant and report, design plans, Basis of Design report (inclusive of a conceptual design plan, noise study for soundwalls, lighting justification report, and conceptual drainage design), Complete Drainage Design Analysis (to be included with the 60% Design Submittal), temporary traffic control plans, technical specifications, provision of geotechnical services, utility design, utility locating and coordination, schedules, bidding assistance, and performance of post-design services for the Project. All deliverable submittals from the consultant must be accompanied by a certification by the PE stating that all documents submitted meet a level of completeness in accordance with local engineering standards. The Consultant shall be responsible for coordinating with all regulatory agencies and obtaining all regulatory permits necessary for the project's construction. The Consultant shall provide the City with copies of signed acceptances obtained from any maintaining agency; state, city, or county. The Consultant shall be responsible for coordinating, preparing, and holding all Project public involvement meetings as required, and responsible for coordinating with all project stakeholders. The Consultant shall provide cost estimates for the eligible elements of project in accordance with the Interlocal Agreement between the City and Broward County, and shall also provide anticipated cost-loaded construction schedules for each segment. All design services including required permits from all applicable agencies shall be completed within 22 months from the Notice to Proceed. Goal Participation: This solicitation includes the following Broward County certified County Business Enterprises (CBE) goal: 30% CBE Goal
