2958-0006 The work to be bid on is as follows: The Project consists of the installation of a Cured-In-Place liner into approximately 1,890 linear feet of 12-inch diameter sanitary sewer pipe, 1,070 linear feet of 10-inch diameter sanitary sewer pipe, and 10,180 linear feet of 8-inch diameter sanitary sewer pipe; 2,520 linear feet of pipe bursting of 6-inch to 8-inch diameter sanitary sewer pipe; 3,745 linear feet of pipe bursting of 8-inch to 8-inch diameter sanitary sewer pipe, and 1,590 linear feet of pipe bursting of 8-inch to 12-inch diameter sanitary sewer pipe; 60 linear feet of open cut replacement from access point to access point of 6-inch diameter sanitary sewer pipe and upsize to 8-inch diameter sanitary sewer pipe; 290 linear feet of open cut replacement from access point to access point of 8-inch diameter sanitary sewer pipe; 165 linear feet of open cut replacement from access point to access point of 12-inch diameter sanitary sewer pipe; and approximately 25 external point repairs on 8-inch and 10-inch diameter sanitary sewer pipe. The Project also calls for approximately 56 Cured-In-Place service lateral repairs, 89 Open Cut Replacement service laterals repairs, 72 Open Cut service lateral repairs with InsertaTees, and the installation of 198 cleanouts. Lastly, there are approximately 663 vertical feet of manhole lining with a polymer or epoxy-based liner, 1 manhole invert lining, 8 prep and re-line connections of a previously lined manhole, 3 new manhole installations, and 1 manhole replacement. The scope of the project will include all bypass pumping, pipe preparation, pre-lining, and any necessary tools or equipment required to complete the job according to the specifications. The allotted time for construction is 240 calendar days. A Microsoft Teams invite and sign in sheet will be sent to plan holders prior to the meeting. The sign in sheet must be returned prior to the end of the meeting. A Bid submitted by a Bidder not having attended the Mandatory Pre-Bid Conference will not be opened. Request for Information (RFIs) or clarification shall be sent in writing via email to Vickie Wilhite, LJA Engineering, Inc. at vwilhite@lja.com. RFIs will be accepted until 5:00 PM local time on September 30, 2021. No responses will be provided for RFIs received after this time. Responses to RFIs will be sent by 5:00 PM local October 5, 2021. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act This project is being funded by a State Revolving Loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner.
