The Butler County Board of Commissioners (the "Board" or "County") empanels a Criminal Justice Board (the "CJB") pursuant to Ohio statute whose purpose is to formulate, implement, and oversee the Butler County Comprehensive Community Corrections Plan (the "BCCCCP") and to monitor the operation of community based correctional services and programs in Butler County as described in the Ohio Community Corrections Act, established by the Ohio General Assembly, and promulgated in Chapter 5149 of the Ohio revised Code. Per statute, the CJB, through the BCCCCP, establishes the eligibility of Butler County, Ohio for subsidies from the State to provide community corrections programs and to apply for all community corrections grants. All community corrections' requests, applications for grants, and awards are accessed through the BCCCCP as monitored by the CJB. The Comprehensive Community Corrections Plan shall be reviewed and updated at least every five years and was last formally adopted in 1999. As outlined in the statutory provisions, the comprehensive plan shall provide for the development, implementation, and operation of corrections services in the County and seek to identify community corrections needs of Butler County based on an objective, data-supported assessment of the local criminal justice system, including but not limited to offender data, law enforcement data, court data, and corrections data. Based on an updated BCCCCP, the CJB may fulfill its duty to recommend to the Board of Commissioners deployment of criminal justice programs, processes, and plan development; determination of funding demands and needs; prioritization of statutory programs and services; assessment of discretionary services and alternative solutions to identified problems; and evaluation of resource allocation. The term of the contract may be up to three (3) years with up to two (2) one (1) year renewals. The contract may be terminated at will by either party upon 90 days' notice in writing to the other party. The Board may terminate the contract immediately in the event funding becomes unavailable at any time. Only Offerors who register for the RFP shall be eligible to submit a proposal. To register, Offerors shall submit Attachments F and G along with principal name, company name and address, and email address. The latest date to register for the RFP is October 6, 2021 at 5:00 p.m. EST. Except during the RFP negotiation process as set forth in R.C. 307.862(B)(10)(c), prospective Offerors or their representatives shall not communicate with any other individual(s) or official(s) associated with this Proposal or other Butler County employees during the RFP process. Any attempted communication with unauthorized individuals will result in rejection of the Offeror's Proposal. Registered Offerors shall have the opportunity to submit questions or request clarifications regarding the RFP or RFP process. Only Offerors who register for the RFP will receive copies of any questions or requests for clarification and responses or direct receipt of any RFP revision. All RFP questions, requests for information or clarification regarding the RFP or RFP process shall be emailed to the contact person listed below no later than October 6, 2021 at 5:00 p.m. EST.
