1.1 GENERAL A. The City of Orange City (OWNER) has prepared this invitation and technical specification to identify, evaluate, and prequalify one potential Supplier allowed to tender or give quotations for a GREENSAND FILTRATION SYSTEM to General Contractors for bidding on the WORK, all in accordance with the terms, conditions, and requirements set forth in this Request for Competitive Sealed Proposals. B. The Owner may select the Proposal that offers the "best value" for the City based on the published selection criteria and on its ranking evaluation. The Owner may first attempt to negotiate a contract with the selected proposer / supplier. The Owner may discuss with the selected proposer options for a scope or time modification and any price change associated with the modification. If the Owner is unable to reach a contract with the selected proposer, the Owner may formally end negotiations with that proposer and proceed to the next "best value" proposer in the order of the selection ranking until a contract is reached or all proposals are rejected. C. The WORK to be performed under this Contract shall consist of furnishing all plant, tools, equipment, materials, supplies, and manufactured articles and for furnishing all transportation and services, including fuel, power, water, and essential communications, and for the performance of all labor, work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The WORK shall be complete, and all work, materials, and services not expressly shown or called for in the Contract Documents which may be necessary for the complete and proper construction of the WORK in good faith shall be performed, furnished, and installed by the CONTRACTOR as though originally so specified or shown, at no increase in cost to the OWNER.
