Conduct a comprehensive water, wastewater, and reclaimed water rate study. The successful proposer should be able to conduct a detailed utility rate study providing justifiable and equitable methodologies for appropriate user fees that are adequate to fully fund the expenses associated with utility system operations (including General Fund Administration), renewal, replacement, and capital improvements through Fiscal Year ending in 2034 (a ten-year period). Rate designs shall promote the conservation of water resources and be structured to satisfy the requirements of the St. Johns River Water Management District (SJRWMD), the Florida Department of Environmental Protection (FDEP), and State Septic Tank Abandonment Statute. Rate designs shall include Blue Spring water resources rate analysis for the State of Florida Springs Legislation mandates utilizing projects as listed under the Integrated Water Supply Plan, Drinking Water Asset Management Plan, Wastewater Asset Management Plan, I&I Analysis, Septic to Sewer Strategic and Master Plans, Reuse System Expansion Plan, and other Operating and Maintenance (O&M) and Capital Improvement Plans (CIPs) amongst other items. M/WBE's are encouraged to participate in the bid process.
