As of May 5, 2025, this project is still in the conceptual phase. A timeline for design and construction has not yet been established. Closed solicitation has been included below for reference. ............ Glenwood Town is seeking statements of qualification (SQ) from Engineering Firms licensed in the State of Utah to provide professional services for the Glenwood PL566 Watershed project located in Glenwood Town, Utah. The project will be completed in three phases: Watershed Plan-Environmental Assessment (Plan-EA) Preparation, Design, and Construction. Each phase of the project will be funded individually. The Plan-EA Phase is currently funded. The intent is to select a firm that is qualified to provide professional services for all three phases of the project. The scope of services proposed for all three phases consists of: Project Management (all three phases) Plan-EA Preparation and Writing Public Outreach Coordination Federal, State and Local Agency Coordination (Natural Resources Conservation Service, United States Forest Service, Bureau of Land Management, Utah Dam Safety, Glenwood Town, etc.) Economic Analysis of Plan-EA Alternatives Field Surveys including Cultural Resources, Wetlands, Threatened/Endangered Species, and Geologic. Design Analysis and Design Report Construction Drawings and Specifications Bid Schedule Cost Estimates Performance Schedules Inspection/Quality Assurance Plan (QA Plan) Operation and Maintenance Plan (O and M Plan) Construction Surveillance It is anticipated that this RFSQ will result in a contract award with duration of service of 12 months to complete the Plan-EA Development phase of the project. A detailed Statement of Work (SOW) for the Plan-EA Preparation phase of the project can be found in Appendix A. If additional funding is received for the design and construction phases of the project this contract could be extended beyond the original contract period, at Glenwood Town's discretion and by mutual agreement. The extension would remain within the scope of services shown above and would include additional detailed SOWs Glenwood Town submitted a proposal to participate in the Natural Resources Conservation Service's (NRCS) Watershed Operations Program. Glenwood Town is acting as the sponsor of a project to update Glenwood's flood conveyance channel through town. The channel is connected to Glenwood Dam which is the town's flood control structure upstream. The existing channel has lower water crossings through town which make it problematic for emergency services access. A Plan-Environmental Assessment (Plan-EA) was finalized and approved by NRCS in August of 2017 regarding the Rehabilitation (update) of the Dam to meet current engineering and dam safety criteria. That project is currently in the Final Design phase and all pertinent documentation, models and other technical information will be available for use. This documentation will be instrumental in helping to expedite completion of the Plan-EA. Funding has been received through the NRCS's Watershed Protection and Flood Prevention Operations Program to prepare a Plan-EA to study and address updating the town's flood channel in the Glenwood Watershed. All archive documentation will be available for use. The method of Contractor Selection has not been Determined at this time.
