Project No - 2020-09 RFP D/B - Y1DA--504-18-119 Replace Boilers and Piping Acquisition Title: Design Build Replace Boilers & Piping, Project No. 504-18-119 The U.S. Department of Veterans Affairs (VA) is seeking a design-build contractor to provide all labor, materials, equipment, design and construction services necessary to replace existing steam boilers and related systems. The The Design-Build Contractor/Designer team to continue with development of the project past the 35%/Schematic Design. The project is located at the Thomas E. Creek VA Medical Center 6010 Amarillo Blvd. West, Amarillo, TX 79106 This is a TWO-PHASE DESIGN-BUILD ACQUISITION - All qualified offerors may submit for Phase I. After PHASE I evaluation, selected PHASE II offerors will be notified with instructions for PHASE II submission. This is a "Competitive" requirement Set Aside 100% Service Disabled-Veteran Owned Small Business (SDVOSB). Magnitude of the Construction Project: Between $2,000,000 and $5,000,000 The applicable North American Industry Classification System (NAICS) code for this project is 236220. Cut off for submission of RFI(s)/Questions shall be October 19, 2022 @ 1:00 PM CST. All RFI(s)/Questions must be emailed to: michael.walls2@va.gov. Please include the solicitation No. 36C25722R0010 on the subject line. SUBMISSION OF OFFERS: All offers shall be submitted via email to the following email address: michael.walls2@va.gov by the date and time as stated in Block 13a below. The time and date set forth is for receipt of proposals for Phase I only. Phase II Request for Proposal will be issued only to the successful offerors determined to be the most highly qualified from Phase I. Proposals shall be submitted via e-mail in accordance with the solicitation to be considered for this project. Proposals received in any other format will result in the offeror's proposal not receiving further consideration. A hard copy bid bond must be received at the address listed in block 7 prior to the closing date and time. The offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture and for the entity itself EMR shall not be submitted for subcontractors). 1. OSHA or EPA Violations 2. Experience Modification Rate (EMR) 3. Limitation on Subcontracting. Failure to comply with this requirement will result in removal of proposal for consideration for award Solicitation Submittal Requirements: (1) The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including: a. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal Quality Assurance/Quality Control plan reviews, etc.). b. Construction Period: Mobilization; Demolition method and sequencing; plans to avoid utility outages; submittals and material delivery; generator relocation etc. c. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities. d. Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (in order to establish a common baseline among all offerors, assume NTP date of January 5, 2023) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and postconstruction submittals, close-out. Use period of performance listed on the solicitation. Please note the period of performance in the solicitation is in calendar days, not business days *The value for this project is based on a financial range.
