***As of November 8, 2021, the project has been awarded for the amount of $573,723.61.*** This contract provides for the improvement of Cedar Avenue, M.P. 0.03 to M.P. 0.42 by construction of concrete sidewalk, curb & gutter, ADA curb ramps, crosswalks, bicycle lanes, pedestrian lighting, stormwater facilities, and a bus pullout; a Multi-use Path with pedestrian lighting from Cedar Avenue to the Chimacum Creek Primary School; a concrete sidewalk from Cedar Avenue to the Jefferson County Library; and installation of two Rectangular Rapid Flashing Beacons on SR 116 at the Chimacum Creek Primary School entrance, and other work, in Jefferson County near Port Hadlock, Washington, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineers Estimate is $526,130.47. Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award . The Work described in this section, regardless of the nature or type of the materials encountered, includes excavating and grading the Roadway, Sidewalks, and Paths, excavating in borrow pits, excavating below grade, excavating channels and ditches, removing slide material, and deposing of all excavated material. These activities may be performed in making cuts, embankments, slopes, Roadway ditches, approaches, parking areas, highway-driveway intersections, and in completing related Work. The Work includes sawcutting, the removal of pavement, sidewalks, curbs and gutters, and asphalt wedge curb s as described in Section 2-2 when these items lie within an excavation area. STORMWATER MANAGEMENT PERMIT WITH SEPA for Jefferson County Department of Public Works (JCPW) to complete work under the Safe Routes to Schools Program Grant awarded by the Washington State Department of Transportation (WSDOT). The project includes pedestrian and bicycle improvements to enhance safety and mobility on State Route 116 (SR 116), Cedar Avenue, the Jefferson County Library property, and the Chimacum Creek Primary School Property. On Cedar Avenue, the project adds a concrete sidewalk, curb, gutter, ADA sidewalk ramps to the Jefferson County Library driveway entrance, a bus pullout for Jefferson Transit, stormwater facilities adjacent to the sidewalk, low level pedestrian illumination to the west side of the Cedar Avenue sidewalk, crosswalks and bike lanes on both sides of Cedar Avenue and the Utility relocation by Jefferson County Public Utility District #1. At the Jefferson County Library, the project adds concrete sidewalks, ADA sidewalk ramps, and a crosswalk along the south side of the Jefferson County Library driveway entrance, from Cedar Avenue to the library building. At Chimacum Creek Primary School, the project adds a shared use path for pedestrians and bicyclists beginning at Cedar Avenue and ending at the northeast corner of the Chimacum Creek Primary School Parking lot. The path will be located on the north side of the existing fence between Chimacum Primary School and Jefferson County Library. The path will be 10 feet wide with 2-foot-wide gravel shoulders and will include low level pedestrian illumination. On SR 116, JCPW proposes to install Pedestrian Activated Rectangular Rapid Flashing Beacons (RRFB) on the shoulders of SR 116 at the Chimacum Creek Primary School driveway entrance. Stormwater management is treated separately for the path and the additions to Cedar Avenue. The engineered stormwater plans have been prepared by Jefferson County Public Works. Construction is tentatively scheduled for the summer of 2021. The Safe Routes to School grant includes an estimated project cost of $880,300.
