The Newark Housing Authority is accepting sealed bids from qualified contractors to provide ELEVATOR MODERNIZATION AGENCY-WIDE. The contract term is for three (3) years with an option to renew for two (2) years. All bids must be accompanied by a negotiable Bid Guarantee payable to the HOUSING AUTHORITY OF THE CITY OF NEWARK. The bid guarantee may be a certified check, bank draft, or a satisfactory Bid Bond secured by a Surety Company acceptable to the U.S. Government and authorized to do business in the State of New Jersey. The guarantee shall be in the amount of 10% of the total bid amount not to exceed $20,000. Consent of Surety must accompany the Bid Guarantee. Failure to submit a 10% Bid Guarantee and a Consent of Surety for the full amount of the bid shall result in the rejection of the bid. The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond(s) in the amount of 100% of the contract as awarded. The surety company for all bonds must be a guaranty or surety company acceptable to the U.S. Department of Treasury. Individual sureties will not be considered. The surety company must be licensed to do business in the State of New Jersey. U.S. Treasury Circular 570 published annually in the Federal Register lists companies approved to act as surety on bonds securing government contracts, the maximum underwriting limits on each contract bonded, and the state in which each company is licensed to do business. All questions and requests for information must be submitted through the BidSync system. The deadline for posting questions and requests of this IFB is Friday, October 15, 2021, at 10:00 AM. The BidSync system will not accept postings after the deadline set for submitting questions. Contract duration: 3 years SCOPE OF WORK The Newark Housing Authority, located in Newark, New Jersey, through the Office of Purchasing, is hereby requesting bids from Elevator Modernization companies to fully modernize and maintain all elevators identified on the Technical Specifications and Drawings dated June 11, 2021, technical specifications dated May 3, 2021 and Maintenance specifications dated June 29, 2021 prepared by Mikesell and Associate Architects and VDA. The successful vendor will be required to furnish all labor, material, equipment, supplies, applicable taxes, insurance, bonding, licenses, etc., to fully complete this project.
