Bidders must submit an original with (2) copies, and an electronic copy of the Bid in a sealed envelope clearly marked Bid Proposal for New Cambria County Magistrate Office Building Project with bidders name and address. Any omissions, alterations, additions or deductions not called for, conditional or uninvited alternative bids, or irregularities of any kind, shall be cause for rejection of bid. No responsibility shall be attached to any Township representative for premature opening of a bid not properly addressed and identified. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays, by appointment only, between the hours of 8:00 a.m. and 5:00 p.m. Neither Owner nor L.R. Kimball will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. All bidders must be registered at the office of L.R. Kimball to be eligible to bid. All inquires should be directed to the Project Manager, Brian P. The work on the contract must be substantially complete within three-hundred (300) consecutive calendar days after the writtennotice to proceed. The successful bidder will be required to comply with the PA Department of Labor and Industry, Prevailing Minimum Wage Predetermination (Act 422 of 1961, P.L. 987 amended), which shall be paid for each craft or classification of all workers needed to perform the contract during the term in which public work is performed, are made part of this specification. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of the bids. Bid Security will be returned to unsuccessful bidders. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds in the form provided in the Bid Documents (unaltered), each in the amount of one hundred (100) percent of the amount of the contract, within fourteen (14) days of the date of the written Notice of Award of the contract. Failure to furnish bonds and proof of insurance as required by the bidding documents within this time period shall, at the option of the Township, constitute grounds to revoke the bid award and declare the bid security forfeited. Contractor understands that this is a public works contract, and all rights to mechanics or materialmens liens are waived. Contractor will comply with the following laws: Steel Products Procurement Act of March 3, 1978, (P.L.6, No. 3, 1, 73 P.S. 1881 et, seq.); Trade Practices Act (71 P.S. 773.101 et, seq.); Public Works Contractors Bond Law of 1967 (8 P.S. 191 et seq.) if the amount of the contract exceeds $5,000.00; and Public Works Employment Verification Act (43 P.S. 167.1) (Public Works Employment Verification Form must be submitted with the bid). The Cresson Township Board of Supervisors reserve the right to reject any or all bids, to waive any informality, omissions,defects or irregularities in the bids, and to accept and award any contract which, in its judgment, is for the best interest of Cresson Township. The Board of Supervisors may consider the qualifications and experience of the bidders and proposed subcontractors when evaluating bids. If the Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder whose evaluation by the Board of Supervisors indicates that the award will be in the best interest of the project.
