Remodeling of a municipal facility in Billings, Montana. Completed plans call for the remodel of a municipal facility.
Proposers may withdraw their proposal by written request at any time prior to the due date set for receiving proposals. No proposals may be withdrawn or modified after the due date and time, unless and until the award of the contract is delayed for a period exceeding ninety (90) days. The City of Billings is an Equal Opportunity Employer. The right is reserved to reject any or all proposals received, to waive irregularities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept that proposals which is in the best interests of the City of Billings, Montana. Award of any contract may be contingent upon approval by Billings City Council. The City of Billings is soliciting proposals from qualified Contractors to provide Construction Management at Risk (CMAR) delivery method for remodeling, repairs, and improvements to an existing building the City purchased located at 316 N 26th St W, Billings, MT, 59101. The selected firm may be required to make an oral presentation to City Council. The selected firm must have extensive experience in Municipal Facility Construction projects, specifically with courts, police, city department operations, and centralized city services. Respondents must provide at least three references for projects demonstrating said experience. Respondents shall provide reference contact information for verification. Respondents must provide a comprehensive narrative explaining their process and approach to execution of this project. 1General Submission Information The City of Billings intends to make repairs and improvements to the existing 'Stillwater Building' including approximately 100,000 SF of remodeling work for city offices and departments. Due to significant schedule ramifications including: meeting critical deadlines for occupancy, minimizing the disruption to the delivery of City services, and financial considerations, the City has elected to use the CMAR alternative delivery contract process with the intent of reducing costs and shortening the duration of construction. This RFP process intends to identify the most qualified firm having the resources, experience, and qualifications necessary to undertake a project of this complexity within the project schedule. Responses to this RFP and any subsequent interviews will form the basis of the selection of a CMAR. It is anticipated that remodeling work will commence in Fall of 2022. However, repairs and improvement work may start earlier. Pre-construction services shall commence in April 2022. The project award of the guaranteed maximum price (GMP) is anticipated to be August 2022. The City of Billings reserves the right to reject any or all proposals if determined to be in the best interest of the City. Questions regarding this proposal shall be submitted via e-mail by using Attachment B: Master Q & A Form, and submit to: John Caterino Facilities Superintendent caterinoj@billingsmt.gov Questions must be submitted prior to 12:00 pm, Wednesday, February 9, 2022, to receive a response. Question responses will be issued no later than 12:00 pm, Friday, February 11, 2022, via email, to those who submitted an Intent to Respond Form and attended the Pre-Submittal Conference
