Each bid shall be accompanied by a certified check, bank cashier's or trust company treasurer's check, or approved Surety Company's bid bond, made payable to the County of Erie in the amount of 10 percent (10%) of the base bid as a security. Questions during the bid period shall be directed to the office of the architect. All contracts exceeding $10,000 shall contain a provision requiring compliance with Executive order 11246, entitled, "Equal Employment Opportunity," as amended by Executive order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). No bidder may withdraw his bid for a period of sixty (60) days after the date set forth in the opening of bids.
