***As of January 25, 2022, the project has been awarded for the amount of $1,803,940.50.*** The work to be done consists of furnishing all labor, materials, equipment, tools, and incidentals as required by the Plans, Specifications, and Contract Documents. The general items of work include: Drilling, construction, development, and testing of one (1) new potable water supply well, designated New Grand Well, for the City of San Jacinto. Work related to well construction shall include but not be limited to site preparation, borehole drilling, geophysical logging, isolated aquifer zone testing, borehole reaming, casing installation, gravel envelope installation, annular seal installation, well development, completion of the well head, and/or any other work as necessary to complete well installation as described. New Grand Well shall be drilled using the fluid reverse circulation rotary drilling method in two (2) separate drilling passes. The sequence of construction shall be continuous and consecutive. No overnight closures will be allowed. Access to existing homes and businesses shall be maintained at all times All bidders shall be licensed in accordance with provisions of the Business and Professions Code and shall possess a State of California Contractor's license, Class C-57 Well Drilling Contractor, at the time of contract award. The successful Contractor and its subcontractors will be required to possess business licenses from the City The work is expected to start by February 1, 2022. All Base Bid work shall be completed in its entirety within 140 working days from said date. Each bid shall be made on the proposal form furnished by the City electronically. shall be in accordance with the Plans, Specifications, and Contract Documents and shall be accompanied by a certified check, cashier's check, or bidder's bond, payable to the City in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into the contract for the work, the full amount of such guarantee to be forfeited to the City should said bidder fail to enter into said Contract. The successful bidder will be required to furnish a Faithful Performance Bond in the amount of not less than one hundred percent (100%) of the contract price, and a Labor and Material Bond in an amount of not less than one hundred percent (100%) of the contract price, said bonds to be underwritten by sureties qualified to do business in the State of California, preferably carrying a rating of A or better, in the current edition of Bests Insurance Guide. Attention is directed to the provisions of Sections 1777.5 and 1777.6 of the Labor Code, concerning the employment of apprentices by the Contractor or any subcontractor under him. The Contractor and any subcontractor under him shall comply with the requirements of said sections in the employment of apprentices. It shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. Information relative to apprenticeship standards and administration of the apprenticeship program may be obtained from the Department of Industrial Relations, California, or the Division of Apprenticeship Standards and its branch offices. SB854/DIR Registration. Contractors and Subcontractors bidding on a public works project must be registered with the State of California, Department of Industrial Relations. All bidders shall use only registered contractors and subcontractors. No bid will be accepted nor any contract entered into without proof of the Bidder's and its subcontractors' current registration with the Department of Industrial Relations. If awarded a contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. If a bidder submits a bid that includes a subcontractor who would be performing work in amount in excess of 1/2 of 1% of the bidder's total bid or in the case of bids for the construction of streets or highways, including bridges, in excess of 1/2 of 1% of the bidder's total bid or $10,000, whichever is less, then in addition to the subcontractor's name and business address, the subcontractor's State contractor's license number and DIR registration number must be included as part of the information submitted for that proposed subcontractor. Failure to provide the subcontractor's license and registrations numbers shall render the bid non responsive. By my signature hereunder, as Contractor, I certify that I am aware of the provisions of Section 3700 of the Labor Code which require every employer to be insured against liability for worker's compensation or to undertake self insurance in conformance with the provisions of that code, and I will comply with such provisions before commencing the performance of the work of this contract. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates, including the per diem wages applicable to the work, and for holidays and overtime work, including employer payments for health and welfare, pension, vacation, and similar purposes, in the County of Riverside in which the work is to be done, have been determined by the Director of the Department of Industrial Relations, State of California. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations' Internet website at www.dir.ca.gov. Future effective prevailing wage rates which have been predetermined, and are on file with the California Department of Industrial Relations, are referenced but not printed in the general prevailing wage rates. The Federal minimum wage rate requirements, as predetermined by the Secretary of Labor, are set forth in the books issued for bidding purposes, referred to herein as Project Bid Documents (Special Federal Provisions), and in copies of this book which may be examined at the office described above where the project plans, special provisions, and proposal forms may be seen. Addenda to modify the minimum wage rates, if necessary, will be issued to holders of the Project Bid Document Contractors/Subcontractors are subject to Certification Regarding Debarment, suspension in eligibility and voluntary exclusion. Contractor and sub-contractors are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from participating in covered transactions/work funded by Federal programs San Jacinto and prospect contractors and sub-contractors shall undertake the procedures described in California Government Code 4527(a) and 4528(a). The City of San Jacinto and prospect contractor and sub-contractors shall also comply with 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for all Federal Awards, excluding 2 CFR Part 200.318-200.326. Contractors and sub-contractors will be obligated to agree that Contract Cost Principles and Procedures, 48 CFR, Federal Acquisition Regulations System Chapter 1, Part 31, et seq., shall be used to determine the allowability of individual Project cost items. Every recipient and subrecipient receiving PROJECT funds shall comply with Federal administrative procedures in accordance with 2 CFR, Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirement for Federal Awards, excluding 2 CFR Part 200.318-200.326 Governments. (PCC) 10300-10334, Project is subject to Public Contract Code (PCC) 10300-10334 (procurement of goods), PCC 10335-10381 (non A&E services), and California Government Code 4525-4529.5 including 4527(a) and 4528(a), and other applicable State regulations. Contractor must keep project records for a period of five (5) years after project completion, No employee, officer, or agent of the City and/or Consultant, shall participate in selection, or in award of administration of a contract supported by federal funds, if a conflict of interest, real or apparent,would be involved. Such a conflict arises when: (i) the employee, officer or agent (ii) any member of his immediate family (iii) his or her partner (iv) an organization, which employs or is about to employ, and of the above has a financial or other interest in the firm selected for award. The prospective participant must certify, by signing and submitting a bid or proposal, to the best of his or her knowledge and belief, that: (l) No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned, to any person for influencing or attempting to influence an officer or employee of any Federal agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with the awarding of any Federal contract, the making of any Federal grant, the making of any Federal loan, the entering into of any cooperative agreement, and the extension, continuation, renewal, amendment, or modification of any Federal contract, grant, loan, or cooperative agreement. (2) If any funds other than Federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any Federal agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with this Federal contract, grant, loan, or cooperative agreement, the undersigned shall complete and submit Standard Form-LLL, "Disclosure of Lobbying Activities," in conformance with its instructions. This certification is a material representation of fact upon which reliance was placed when this transaction was made or entered into. Submission of this certification is a prerequisite for making or entering into this transaction imposed by Section 1352, Title 31, U.S. Code. Any person who fails to file the required certification shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for each such failure. The prospective participant also agrees by submitting his or her bid or proposal that he or she shall require that the language of this certification be included in all lower tier subcontracts, which exceed $100,000 and that all such subrecipients shall certify and disclose accordingly. Prospective Participants are subject to the statutes and regulations prohibiting discrimination applicable to this project include, without limitation to the following:Title VI of the Civil Rights Act of 1964 (42 U.S.C. Section 794), which prohibits discrimination on the basis of disability under any program or activity receiving federal financial assistance; The Age Discrimination Act of 1975, as amended (42 U.S.C. Section 6101 et seq.), and Treasury's implementing regulations at 31 C.F.R. Part 23, which prohibit discrimination on the basis of age in programs or activities receiving federal financial assistance; and Title II of the American with Disabilities Act of 1990, as amended (42 U.S.C.
