Site work for a civil project in Harrisburg, Pennsylvania. Completed plans call for site work for a water / sewer project.

CLARIFICATION DEADLINE 11/30/2021 4:00 PM The Work for this Project generally includes, but is not limited to, maintenance activities for two ponds approximately 0.2 acres in size to remove accumulated sediment by dewatering and mechanical dredging, regrading and planting of the pond banks to provide a stable slope; replacement of the lower pond spillway; installation of drainage structures, catch basins, storm sewer pipes, rock energy dissipators, a continuous monitoring and adaptive control system with pipe drainage valves, and E&S controls; topsoil placement and seeding for lawns and site restoration; plantings; and all other work identified in the Contract Documents. The Work is geographically located at the intersection of Pentwater Road and Bellevue Road within the City of Harrisburg. The Work includes all materials, equipment, labor, necessary apparatuses, and other miscellaneous labor and materials as contemplated by the Contract Documents. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA regulations at 40 CFR Part 33, through detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. In addition, notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women, and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project-related construction contracts. Note that the Plan has been updated with new requirements. It is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project- by-project basis. The Bidder must submit documentary evidence of solicitations to DBEs which have been contacted and to which commitments have been made, concurrently with the Bid using forms provided. Notice also is given that the Project for which construction bids are being solicited is a project constituting public work. Project funding. The Contract Documents specify the Davis-Bacon Wage Rate requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors' employees. Each Bid shall be accompanied by a certified check or Bid Bond payable to "CAPITAL REGION WATER" in an amount of not less than ten percent (10%) of the total Bid Price in accordance with the provisions in the Instructions to Bidders. Capital Region Water reserves the right to reject any and all Bids, to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure, and to accept any Bid deemed to be favorable to its interests. The Contractor shall achieve Substantial Completion of all contract work, except planting (see paragraph below), to the satisfaction and approval, in every respect, of Owner, on or before the expiration of 180 calendar days, measured from 10 calendar days following the Notice to Proceed. The Contractor shall achieve Final Completion of all contract work, except planting (see paragraph below), to the satisfaction and approval, in every respect, of Owner, on or before the expiration of 200 calendar days, measured from 10 calendar days after the Notice to Proceed. Contractor agrees that time is of the essence of this contract A. Project generally includes the following: Bellevue Park Ponds SW Retrofit o Pond maintenance for two ponds (8,700 SF and 10,500 SF): o Dewatering and sediment removal; E&S o Grading and stabilization of pond banks, select areas of liner installation o Replacement of the lower pond spillway (reinforced walls & slabs, concrete form liner, 28-day curing, boulder and wall capstone installation) o Installation of stormwater drainage structures: o Replace existing catch basins on Pentwater Rd. o Install new stormwater pretreatment device o New pond drain pipes and associated structures o Installation of CMAC system and associated components o Finish grading, topsoil placement for lawns and planting areas, landscape planting o Pavement restoration Camp Curtin YMCA GSI o Installation green stormwater infrastructure (GSI) systems o Subsurface detention systems o Sidewalk planters o Tree pits o Stormwater bumpout o Green wall MBE (15%), WBE (5%), DVBE (5%)
