The project will include the rehabilitation of 6 existing sewage pump stations and the installation of gravity sewer mains, new manholes, and adjusting existing manholes. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 8:00 a.m. to 5:00 p.m. and Friday between the hours of 8:00 a.m. to 12:00 p.m. The successful bidder must comply with Section 3 of the Housing and Urban Development Act of 1968. CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses and Section 3 residents. Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident Bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of nonresident contractors.
