The owner has selected a Design Builder. A timeline for construction has not yet been established. The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder ("Design-Builder") for the modernization of School Without Walls at Francis Stevens Education Campus, located at 2425 N Street NW, Washington, DC (the "Project"). Due Date for Questions: November 12, 2021, at 2:00 P.M Offerors are required to submit with their Proposals a bid bond in the amount of five percent (5%) of amount of the bid or price proposal The Department reserves the right, in its sole discretion: To cancel this RFP, in whole or in part, at any time before the opening of Proposals and/or reject all Proposals The Department is allocating a full services design, construction, and six (6) months of maintenance cost of $57 Million for this Project ("Project Budget") for the base scope. If the add alternate to construct a new addition is accepted by the District then the project budget shall be increased to $78.5M The Offeror shall assume approximately 8% of the design and construction budget will be available in Fiscal Year ("FY") 2022, approximately 35% will be available in FY 2023, and approximately 57% will be available in FY 2024, and the Offeror shall be expected to execute the design and construction work in accordance with the available funding. Accordingly, Offerors are to base their Proposals on the approved budget. The Department requires that this Project will start upon execution of Notice to Proceed ("NTP") and be ready for staff, teachers, and students for the 2024/2025 School Year as further described in Section 1.6 of the RFP. After award, the Design-Build Agreement will be submitted to the Council of the District of Columbia for approval.
