1. BACKGROUND The GAO Headquarter building is located at 441 G Street, NW Washington DC. The building was completed in 1951. The building is of the Art Modern Style and is listed on the Historical Register with its grounds covered by the National Capital Planning Commission. It is seven floors of office space with a basement, subbasement and penthouse totaling 1,952,568 Square Feet (SF) with a usable area of 1,316,570 SF and parking garage area of 216,371 SF. The GAO building is constructed with a limestone facing on a polished granite base. It is comprised of seven full stories with subbasement, basement and a mechanical room on the penthouse level. The major portion of the building is devoted to offices and records storage, and the number of significant spaces has deliberately been limited by the designer. These significant spaces include the main lobbies adjacent to the G and H Street entrances and the north-south corridor that connects them, and the controller General's suite, Library and Assembly room, all located on the seventh floor. All the lobbies and connecting corridors feature marble wainscoting and terrazzo floors. Vertical transportation is provided by two banks of elevators, six in each set at the west side of the north and south lobbies which run from the basement to the seventh floor. OBJECTIVES The GAO intends to procure contractor support for Construction Services. The GAO is planning to award up to four (4) Indefinite Delivery Indefinite Quantity (IDIQ) construction contract vehicles for small to medium construction projects consisting of new construction, renovations, maintenance, repair, replacement and upgrades at the GAO headquarter building and its satellite offices. The GAO anticipates a 5-year contract vehicle with a base year and four (4) option years. The four (4) IDIQ contracts anticipated to be established would have a total aggregate of up to $75,000,000.00. Any construction associated with this contract will be considered "Design-Bid-Build". Architect-Engineering services will not be included in this contract. The contractor shall furnish the necessary labor, transportation, material, equipment, tools, supervision, management and facilities (except as otherwise specified) to provide maintenance, construction, repair and alteration work in accordance with the specifications provided herein Demolition of building structures. o Building envelope related construction, including exterior stones, windows and louvers. o Repair building structures. o Repair sidewalks and gates. o Modification/Reconfiguration of GAO's floor layouts. o Repair and or replacement, modification, renovation of building vertical transportation systems. o Repair and or replacement, modification, renovation of building hydronic piping. o Repair and or replacement, modification, renovation of building plumbing system. o Repair and or replacement, modification, renovation of building fire sprinklers system. o Repair and or replacement, modification, renovation of building ductwork distribution systems. o Repair and or replacement of boilers, chillers, cooling towers and the associated equipment. o Repair and or replacement of building HVAC related equipment to include control. o Repair and or replacement of the kitchen support systems. o Building Automation System (BAS) upgrades, modification or addition. o Repair and or replacement, modification, renovation of building electrical switchgear, panel boards, and related electrical equipment. o Upgrades to electrical vault systems. o Minor to moderate alterations in the building. Title: GAO Construction Services Contract Agency Contact: Contracting Officer, Ada Williams, williamsa2@gao.gov Period of Performance:10/01/2022 - 09/30/2023 Type of Acquisition: The Government intends to procure contractor support for Construction Services as referenced in FAR Part 36 - Construction and Architect-Engineer Contracts for the Government Accountability Office (GAO). The Government is contemplating awarding to multiple firms based on their competence, qualifications, and background. The term of the award will be a base year plus four (4) option years. The five (5) years estimated price range for this IDIQ is greater than $10,000,000.00. The Solicitation will be posted on beta.sam.gov. All vendors will be evaluated for fair and reasonable prices and the criteria set forth in the Federal Acquisition Regulation (FAR) Part 8.4. This contract, for subject requirement, will be awarded using the Firm Fixed Price/Time and Materials (FFP/TM) contract type and Best Value Continuum - Tradeoffs methodology. The purpose of this requirement is in support of the GAO HQ building located at 441 G Street NW, Washington DC 20548 and the agency's field offices currently located in the cities of Atlanta, Boston, Chicago, Dallas, Dayton, Denver, Huntsville, Los Angeles, Norfolk, Oakland and Seattle. Services include, but are not limited to, minor to moderate construction and renovation projects, demolition of building structures, building envelope related construction such as repair of sidewalks, exterior stones, and window replacement, repair and replacement of building vertical systems, HVAC related equipment upgrades, plumbing and sprinkler system upgrades, minor to moderate alterations, and upgrades to electrical systems. Questions submitted after Friday, April 8, 2022, 1:00 p.m. EST will not be answered. QUOTATIONS DUE DATE: Request submission of your Quotation as soon as possible, but no later than Monday. May 16, 2022 at 1:00 PM EST via email to Ada Williams at williamsa2@gao.gov as detailed in the Instructions to Quotation Section of this document. **It is the firm's responsibility to ensure that the Government receives submitted Responses by the due date. PERIOD OF PERFORMANCE: The delivery schedule is as outlined in the Statement of Work (SOW). The Performance period is from date of award through October 1, 2027. QUOTATION VALIDITY: Quotation must remain valid for a period of 150 days from the due date for submission of the RFQ. Please note that this request does not commit the Government to pay any costs incurred in the submission of your response, nor to contract for said services. The method of contractor selection has not been determined at this time.
