Notice: Qualified bidders are invited to submit proposals for Project as described in this Document according to the Instructions to Bidders. B. Project Identification: Renovations to New Smoketown Elementary School 1. Project Location: 500 Mt. Sidney Road, Lancaster, PA 17602 C. Owner: Conestoga Valley School District, 2110 Horseshoe Road, Lancaster, PA 17601. 1. District Representatives: Phyllis Heverly Flesher, Chief Financial and Operations Officer & Kenneth R. Johnson, Director of Operations D. Architect: MAROTTA/MAIN ARCHITECTS, 214 North Duke Street, Lancaster, PA 17602 E. Owner's Representative: Abacus Construction Management, LLC, 3875 Horizon Drive, Suite 100, Columbia, PA 17512 F. Project Description: This Project will convert an existing middle school to an elementary school. The project will consist of interior architectural renovations, new playground and associated site work and all new MEP systems. The building will be unoccupied during renovation. G. Construction Contract: Bids will be received for the following Work: 1. General Building Construction. 2. Mechanical Construction. 3. Plumbing Construction. 4. Electrical Construction. 5. Food Service Construction BID SUBMITTAL AND OPENING A. Owner will receive sealed proposals until the time and date at the location indicated . Owner will consider proposals prepared in compliance with the Instructions to Bidders issued by Owner BID SECURITY A. Bid security shall be submitted with each bid in the amount of 10% percent of the proposal amount. No proposal may be withdrawn for a period of 60 days after opening, except as permitted under the Bid Withdrawal Act, 73 P.S. Section 1602. However, this time period is extended to 120 days if the award of a contract is delayed due to the required approval by another government agency, the sale of bonds or the award of a grant. Owner reserves the right to reject any and all bids and to waive informalities and irregularities to the extent permitted by Pennsylvania law. DOCUMENTS A. Specifications, drawings and other bidding information will be on file electronically after 4:00 p.m., 04 March, 2022. B. Bidding documents will be available in electronic format only . TIME OF COMPLETION A. Successful bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. 1. All work shall be substantially completed by July 28, 2023 2. Full and final completion shall be by August 25, 2023. 1.7 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
