JOB # 16-041, 20-021, 20404 The work is comprised of providing all necessary labor, materials, equipment, and supervision to provide wastewater treatment plant improvements in support of the District's pre-purchased equipment including a packaged membrane bioreactor system, influent equalization tank, bypass pump skid, and influent pump skid. Site Work includes installation of rigid inclusions below the concrete equipment pads for the membrane bioreactor and influent equalization tank areas. Utility improvements include new above grade and underground piping for the new equipment as well as replacement and rerouting of the primary clarifier effluent pipe. Electrical improvements include a new primary connection via HDD under Avila Beach Drive connecting to a new three-phase transformer, switch gear, automatic transfer switch, and diesel generator. Site improvements include relocation of a stormwater detention basin, new concrete swales, and asphalt parking and access. The District intends to award a contract to the lowest, responsive, and responsible bidder to the bid delineated in these Contract Documents. All bids submitted shall be in accordance with the provisions of the Contract Documents and the District may waive any minor irregularities or reject any and all bids. Any bid may be withdrawn prior to bid opening but not afterward. Any bid received after the time and date specified for the bid opening will not be considered. Bids/proposals cannot be withdrawn for a period of 60 calendar days from the date of award of the bid. The District reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of the District, and waive any informalities or irregularities in the bids. The contract will be awarded, if at all, to the responsible bidder that submits the lowest responsive bid. THIS PROJECT RELATES TO THE INSTALLATION OF A PRE-ENGINEERED PACKAGE MEMBRANE BIOREACTOR (MBR) WASTEWATER TREATMENT SYSTEM. ANCILLARY EQUIPMENT TO THE TREATMENT SYSTEM INCLUDE (1) 27,000-GALLON EQUALIZATION TANK, (1) 23,000-GALLON SLUDGE HOLDING TANK, (1) DUPLEX EQUALIZATION PUMP SKID, AND (1) DUPLEX BYPASS PUMP SKID. A NEW 480V 3-PH ELECTRICAL SERVICE INCLUDING PRIMARY TRANSFORMER, SWITCHGEAR, BACKUP EMERGENCY GENERATOR W/ ATS, AND RELATED DISTRIBUTION EQUIPMENT IS INCLUDED AS PART OF THIS PROJECT. FULL REMOVAL AND REPLACEMENT OF THE LIFT STATION INTERNAL COATING IS INCLUDED IN THE SCOPE OF THIS PROJECT. OTHER IMPROVEMENTS OCCURRING AS A PART OF THIS PROJECT INCLUDE GROUND IMPROVEMENTS, CONCRETE EQUIPMENT PADS, RETAINING WALL, PAVED SURFACE IMPROVEMENTS, AND SITE DRAINAGE The work is comprised of providing all necessary labor, materials, equipment, and supervision to rehabilitate the wet well at the District's Wastewater Treatment Plant (WWTP). Rehabilitation will generally include removal of existing coating, resurfacing of surfaces and application of a structural coating, all as shown on the Contract Documents and as specified herein
