The City of Redding power plant is a natural gas fired power station rated at 185 megawatt (MW) electrical generating capacity. The facility utilizes five gas turbines, one steam turbine, and one hydroelectric turbine. Three of the gas turbines (Unit 1, Unit 2, and Unit 3) operate in simple-cycle as peaking units. In accordance with federal and state environmental regulations, continuous emissions monitoring systems (CEMS) are installed on each of the gas turbines to monitor emissions of oxides of nitrogen (NOx) and carbon monoxide (CO) in the exhaust. Gaseous emissions of oxides of nitrogen (NOx) are controlled by selective catalytic reduction (SCR) by using SCR catalyst and ammonia injection. Catalyst effectiveness declines over time with use and exposure to ambient air conditions, requiring regular replacement of the catalyst. Unit 1 SCR catalyst requires replacement to restore the unit to full operating capacity. Access to the catalyst modules is via access doors requiring confined space entry.
