YELL 312116 - Rehabilitate Historic Laurel Dorm, Yellowstone National Park - GAOA - Design Build a) This acquisition is being solicited under the Two Phase Design-Build Selection Procedures in accordance with Federal Acquisition Regulation (FAR) 36.3. This notice represents the solicitation of qualification statements as Phase 1 of the two phase process. b) All Offerors that meet the requirements of this announcement are invited to submit qualification statements that address the Phase 1 evaluation criteria denoted below. Up to three (3) of the most highly qualified design-build firms short-listed will be sent a Request for Proposal (RFP) which addresses the Phase 2 source selection process. c) This is a Total Small Business Set Aside which will result in a firm-fixed priced Design-Build Contract. d) The North American Industrial Classification Systems (NAICS Code) and the associated small business size standard are noted in FAR 52.204-8 in Section "K" of this solicitation. e) Estimated Price Range: As this is a Design Build solicitation, the net available construction dollars shall be based on $15.6M. f) A pre-proposal site visit will be conducted as part of the Phase II process. The date/time will be determined through a subsequent amendment for those firms determined the most highly qualified. g) Information and requirements stated in Section "B" through "J" and attachments. h) Refer to Section "L" for proposal submittal requirements. i) This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. j) Offerors shall submit proposals and questions, and acknowledgment of solicitation amendments as stated in Section "L" of this solicitation.. SOLICITATION NUMBER: 140P2022R0028 PARK-PMIS: YELL 312116 PROJECT TITLE: Rehabilitate Historic Laurel Dorm GAOA - Yellowstone National Park Offeror is required to submit, a minimum, an offer that conforms to the solicitation documents with pricing for Base line items and all option line items. Failure to do so may render the proposal unacceptable. On lump sum line items, provide the total price only. For all unit priced line items, provide the unit price and the extended total price. If no specific line item exists for a portion of the work, include the costs in a related item. In case of an error in calculation of extended prices, the unit price governs. In case of error in summation, the total of the corrected amounts govern. Round totals and extended prices to whole dollars This is a Design Build project Construction of the project will consist of the historic rehabilitation of the severely deteriorated Laurel Dormitory and its conversion to a 20-unit NPS employee housing unit. The Laurel Employee Dormitory at Old Faithful was constructed in 1925 and contributes to the Old Faithful Historic District and the Old Faithful Cultural Landscape. It is also adjacent to and within the immediate context of the Old Faithful Inn National Historic Landmark. Recent condition assessments of the Laurel Dormitory have revealed multiple deficiencies associated with the building structure and related mechanical and electrical systems due to the age of the building. Although sporadically updated over the years many of the building components are well beyond their design lives and are showing signs of advanced deterioration. These deficiencies include structural, mechanical, and health/life safety issues as well as a lack of meeting current accessibility standards.
