No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Rehabilitate/Replace Canyon & Grant Village Wastewater Treatment Systems, Rehabilitate and Improve Old Faithful Water Treatment System NAICS Code: 237110 - Water and Sewer Line and Related Structures Construction Size Standard: $39.5M Estimated Cost Range: Between $50M and $90M Estimated Period of Performance: 09/2022 - 09/2025 Project Description: The contract is a design-build contract. The prospective awardee is expected to submit for approval the Denver Service Center, National Park Service workflow requirement for Title II Services: Design Development and Construction Documents. Upon successful acceptance of these deliverables by the NPS, a construction notice to proceed (NTP) will be issued to allow contractor begin physical construction. This project will address deficiencies associated with the Canyon Village and Grant Village wastewater treatment systems and the Old Faithful water treatment system. The Grant Village project's scope of work includes replacement of headworks, process tanks, sludge handling, and advanced wastewater treatment processes, replacement of pumps, motors, blowers, tanks, piping, controls, and buildings that house treatment processes, rehabilitation or replacement to one lift station and controls, back-up generators and controls, and enclosures. Also, the installation of treatment process supervisory controls, data, and telemetry. The Canyon Village project's scope of work includes replacement of headworks and sludge handling, as well as rehabilitation of select upgrades to wastewater treatment process. Also, the installation of collection and treatment process supervisory controls, data, and telemetry. The Old Faithful project's scope of work will address treatment process improvements at the Old Faithful Water Treatment Plant. The existing treatment building will be replaced with a new treatment building to house an arsenic removal system which will include chemical storage tanks, chemical feed pumps, mixers, valves, piping, instrumentation, controls and settling basins. The project will also include replacement of the treatment plant electrical service and the motor control center, which will be sized to accommodate the new equipment. An existing pre-sedimentation pond will be regained to improve the treatment process. The existing treatment facility will be utilized during construction to allow for continued production and treatment of water during the construction period. Components of the raw water intake system will also be repaired or replaced and secured from tampering. Approximately 4,000 linear feet of finished water pipeline made of Techite brand pipe material will also be replaced. Below is some basic background for each project and current conceptual scope being developed for the RFP. The final RFP scope may vary. Grant Village and Canyon Village Wastewater Treatment Plants: The proposed project at Grant Village will consist of new construction and rehabilitation of existing wastewater treatment facilities within the boundaries of the existing treatment plant and wastewater pumping sites. The preferred alternative for the Grant Village wastewater treatment facility improvements are described below. o Headworks/Lift Station - The existing headworks and lift station building will be demolished and replaced with a single headworks facility with submersible influent pumps. The new headworks facility will have a mechanical bar screen, grit removal, and a fine screen to improve the operability of the system and reduce the amount of trash and debris sent to secondary treatment. o Secondary Treatment - A new membrane bioreactor (MBR) will stabilize BOD and remove nitrogen and phosphorus. o Tertiary Treatment - Effluent from the MBR will be conveyed to the UV disinfection system and to an improved valve distribution building that can direct the disinfected effluent to the existing percolation ponds. o Solids Handling - Two new aerobic digesters will be built to stabilize the waste activated sludge from the MBR. The solids will then be dewatered through a mobile dewatering unit that will be shared with other facilities in the Park. Solids will be stored in a new dewatered cake storage facility and hauled to a landfill. o Vault Waste/Septage Receiving - A separate system will be installed at the new aerobic digesters to allow trucks hauling septic or vault waste to easily discharge the waste into the aerobic digester. o All work must be phased to allow for full functionality of the plant during the construction duration. o Access to the site in the winter will require over-snow travel via NPS approved snow-machines and seasonal construction will be a major factor during construction. The contractor may or may not choose to work through the winter season. The proposed project at Canyon Village will consist of new construction and rehabilitation of existing wastewater treatment facilities within the boundaries of the existing treatment plant and wastewater pumping sites. The preferred alternative for the Canyon Village wastewater treatment facility improvements are described below. This facility's conceptual scope assumes the MBR facility will be implemented in the future by separate project. Headworks - The existing headworks building will be demolished and a new headworks facility will be constructed. The new headworks facility will have a mechanical bar screen and grit removal to improve operability of the system and reduce the amount of trash and debris sent to secondary treatment. Additionally, a fine screening process will be implemented to remove finer debris to protect downstream MBR membranes (future phase). o Septage Receiving Facility - The existing septage receiving facility will be demolished. A new septage receiving system will be installed for improved operation and to allow trucks hauling septage or vault waste to easily discharge the waste. The septage receiving facility will discharge directly to the aerobic digesters in order to avoid any potential adverse impacts on the mainstream MBR process due to this high-strength waste. o Miscellaneous Facilities - A new building will be constructed for equipment storage. Additionally, a new uninterruptible power supply protected supervisory control and data acquisition system will be implemented to allow for automation and remote monitoring. New fence surrounding the WWTP will be installed to replace the existing fence. o All work must be phased to allow for full functionality of the plant during the summer tourist season. o Access to the site in the winter will require over-snow travel via NPS approved snow-machines and seasonal construction will be a major factor during construction. The contractor may or may not choose to work through the winter season. Old Faithful Water Treatment Plant: The proposed project at Old Faithful will include construction of new and/or rehabilitation of existing water treatment facilities within the boundary of the existing treatment plant and raw water intake. Construction of the finished water pipeline will be along the existing pipeline alignment or in a previously disturbed area. The preferred alternative for the Old Faithful water treatment facility improvements are described below. o Water Treatment Building - Construction of a new treatment building with conventional treatment processes; rapid mix, flocculation, sedimentation, filtration and disinfection built with concrete basins or packaged treatment systems as well as chemical storage and all new equipment. o If required by design, demolish existing water treatment building (CMU/concrete construction) o Water Intake - Rehabilitation of the existing water intake structure o Finished Water Pipeline - Replacement of the exiting finished water pipeline from the water treatment plant clear well to the Old Faithful developed area distribution system Contractors shall demonstrate experience with design-build projects to include relationships with Architecture and Engineering (A/E) firms and successfully utilizing the design build construction method. These projects must be of relevant scope and complexity and demonstrate a completion value of between $50M and $90M and shall demonstrate the following: 1) Experience performing the following work: a. Potable Water Systems: Water Treatment, Distribution, Potable Storage b. Wastewater: Wastewater Treatment, Lift Stations, Force Mains c. Power Systems: High Voltage, Medium Voltage, Transformers, Conductors, Switches d. Telecom & SCADA: Underground Fiber, Infrastructure Local SCADA System 2) Relevance of project experience to this project: a. Maintain existing utilities services while installing new services for short, limited utility outage for cut over of old to new system b. Municipal utilities systems c. Work for National Park Service or other federal agencies Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
