Site work for a municipal facility in Panama City Beach, Florida. Completed plans call for site work for a municipal facility.

The Bay County Board of County Commissioners seeks bids from qualified Contractors to provide all necessary labor, materials, tools, equipment, supplies, engineering, and supervision required to remove all of the debris/waste from the Steelfield Road Disaster Debris Management Site (DDMS) and to relocate this material into the designated disposal area. The contractor will be responsible for all actions necessary to remove the debris from the existing DDMS, transport it to the designated disposal area located within the Steelfield Road Landfill, and spread the debris within the designated disposal area. All debris relocated from the DDMS site will be deposited within the confines of the disposal area. The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity. All bids will be available for inspection upon notice of award or 30 days after bid opening, whichever is earlier. Special Accommodation: Any person requiring a special accommodation at a Pre-Bid Conference or Bid opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Pre-Bid Conference or Bid opening. For Hearing Impaired, Dial 1-800-955-8771 (TOO), and 1-800-955-8770 (Voice). No questions will be answered during the site visit. All questions shall be submitted in writing to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276 no later than the questions deadline. Note: Bidders shall attend the site visit. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project. All bidders must be present and signed in prior to the start of the Mandatory Site Visit. Upon arrival to the Landfill, the convener of the meeting will collect the sign in sheet(s) and the meeting will "Officially" start. Anyone not signed in at the "Official" start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Site Visit. Questions are due March 18th 2022, 5:00 PM CDT
