SUBMISSION GUARANTEE: Any bid must be accompanied by a bid security representing 10% of the total bid amount excluding all applicable taxes, in the form of certified check, bank draft, irrevocable letter of guarantee or bid bond, valid for one period of forty-five (45) calendar days following the opening date of tenders, issued by a financial institution that is an insurer holding a license issued in accordance with the Act respecting insurance (RSQ, c. A-32) l '' authorizing the practice of surety insurance, a trust company holding a license issued under the Act respecting trust companies and savings companies (RSQ, c. S-29.01), a financial services cooperative targeted byAn Act respecting financial services cooperatives (RSQ, c. C-67.3) or a bank within the meaning of the Bank Act (LC, 1991, c. 46), otherwise the tender will be automatically rejected. Certified check and bank draft will only be permitted for paper submissions. CONDITIONS : Only bids from Contractors who have: an establishment in Quebec or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by this agreement, in particular: ALEC (Threshold $ 264,200) ACCQO (Threshold $ 105,700) AQNB (Threshold $ 100,000) CETA if contract greater than $ 9,100,000) the license required under the Building Act (RSQ, cB-1.1); a certificate issued by the Ministere du Revenu du Quebec if it has an establishment in Quebec, or the duly completed "absence of establishment in Quebec" form, if applicable. Unsatisfactory performance evaluation : The owner reserves the right to refuse any tenderer who, during the two (2) years preceding the date of the opening of tenders, has been the subject of a performance evaluation by the Owner. unsatisfactory, failed to follow up on a quote or contract or was the subject of a contract termination due to failure to comply with the terms and conditions.
