Renovation of a mixed-use development in Asheville, North Carolina. Completed plans call for the renovation of a fire / police facility.

Pursuant to North Carolina General Statutes - Chapter 160A Article 2, proposals will be received by the City of Asheville for the following: Description of Work: The City of Asheville is inviting proposals from qualified Audio Visual Contractors to provide the design and to complete the purchase and installation of the audio visual equipment and components for the Emergency Operations Center (EOC) at the Asheville Public Safety Station currently under construction in Asheville, North Carolina. Deadline to Submit Questions Monday, 12/20/2021 1:00pm (EST) Contract Award Tuesday, 1/25/2022 Due to COVID-19 requirements, a virtual pre-proposal meeting will be conducted in lieu of an in person meeting. All questions that arise from the pre-proposal meeting must be submitted in writing prior to the deadline to submit questions. These questions will ultimately be posted with answers in an addendum no later than (7) days prior to the bid opening date. Attendance at the Pre-Proposal meeting is highly encouraged but not mandatory. The City's Asheville Business Inclusion Policy and the City's Drug-Free Workplace Policy will be explained during the virtual pre-bid meeting. The Asheville Business Inclusion Policy requires Minority and Women Business Enterprise outreach on City contracts. Additionally, N.C.G.S. 143-128.2 requires minority and women business outreach for building construction projects requiring the below provided information to be reported to the State of North Carolina Office of Historically Underutilized Businesses (HUB). The Bidder shall provide applicable ABI Affidavits, as described in the RFP herein, with their proposal in order to be deemed responsive. Failure to do so will result in the Proposal being deemed non-responsive and disqualified. All updates to this solicitation shall come in the form of published addenda and shall be published to the same location. The City will not be responsible for full or partial sets of Contract Documents including any addendum obtained from any other source. Questions pertaining to the RFP will be answered in the form of a written addenda posted to the City of Asheville's bid page no later than seven (7) days prior to the proposal due date. The City of Asheville has adopted the Asheville Business Inclusion Policy to encourage women and minority businesses' participation in the public bidding process. The purpose of this outreach effort is to increase the likelihood of availability and utilization of MWBEs in the award of contracts. Bidders are hereby notified that this RFP is subject to that Policy's provisions. Certification of a Drug-Free Workplace: Prospective Contractors are notified that the City of Asheville has adopted a Drug-Free Workplace Policy requiring successful contractors to insure that a drug-free workplace is provided in the performance of any City of Asheville contract. By submitting a proposal, the Prospective Contractor certifies that if awarded the Contract, they and their subcontractors shall comply with the City's Drug-Free Workplace Policy. The policy may be viewed at the following: Drug Policy Miscellaneous Requirements of the Proposal: Prospective Contractors are notified of a City policy that prohibits contracting with persons or firms who are delinquent in the payment of ad valorem taxes owed to the City of Asheville. The City of Asheville is looking at options for Audio Visual Contractors to provide the design and to complete the purchase and installation of the audio visual components at the Asheville Public Safety Station located in Asheville, North Carolina. This facility is currently under construction. The building is a new 3-story, 21,831 SF public safety building consisting of a 3-bay fire station including living and office areas, a police station, a Community Room and an Emergency Operations Center (EOC). Construction is currently in progress, with building completion expected by December 2022.
