Greenwood County, the City of Greenwood and the Greenwood Parks and Trails Foundation ("Owners") are requesting proposals from qualified contractors for the resurfacing and improvements of approximately 15,000 linear feet of biking and pedestrian trails in the City of Greenwood. This will be a "competitive, best-value bid" or "Price and Other Factors" bid which requires both a bid price and a brief description of how certain elements of the project will be implemented, specifically drainage improvements. A selection committee will grade the bid proposals on both price the firm's submitted plans for project implementation. The selection committee will be looking for a description and sketches of proposed trail improvements, including but not limited to the addition of culverts and the proposed re-surfacing plan. The selection committee will also consider the firms' previous experiences with trail projects. The Owners are requesting three separate line item quotes for three different sections of trails. Unit costs for HDPE culvert pipes should also be quoted. The owners are seeking cost-effective, highly qualified partners. The proposals submitted will be evaluated utilizing the Selection Guidelines outlined in this Request for Proposals. The owners reserve the right to reject any and all submittals. The City of Greenwood, Greenwood County and the Greenwood Parks and Trails Foundation are seeking ways to make the city more pedestrian and bicycle friendly. The owners are seeking to improve the trails usability and safety. Currently, the trials have a packed crush and run surface and have become overgrown with vegetation. Puddling and drainage are also an issue, especially at the West Cambridge Avenue and Calhoun Avenue overpasses. The owners are requesting three line item quotes for the scraping, re-surfacing, and re-grading for positive drainage (including cleaning out trail ditches and adding culverts) of the following three trail sections. Performance and Payments bonds in the amount of 100% of the work shall be filed with the Owner prior to the commencement of the Work. Each proposal must be accompanied by a certified check, bank cashier's check, or a proposal bond, for not less than five percent (5%) of a base proposal, payable to the Owner as security for execution of Contract, etc., under terms embodied in the form of proposal. If Proposal Bond is used, it must be executed by the Proposer, and must have corporate surety satisfactory to the Owner and be authorized to conduct business in SC.
