Pursuant to ORS 279B.060 and City of Eugene Administrative Order 44-14-08F, Public Contracting Rule (City Rule) 137-047-0260, sealed Proposals for Parks and Open Space Irrigation System Assessment and Master Plan for the City of Eugene will be accepted by the Purchasing Office
The Eugene Parks and Open Space Division is seeking qualified entities to conduct an evaluation and documentation of its existing irrigation systems, current system design standards, operational staffing levels, and associated protocols and procedures. The project shall also include a set of written, actionable and prioritized recommendations to meet project goals of improving water use efficiencies; reducing maintenance needs; effectively managing park assets (irrigation system and vegetation); and providing quality amenities for park users through best-practice in technology, design and operational methods. Irrigated park amenities currently include athletic fields, floral gardens, right-of-way plantings, dispersed landscape beds, and general turf. The project process shall include a thorough review of existing systems, interviews with current staff, and field visits. Project deliverables shall be organized into a single report that documents evaluation methodology, existing system inventory (including materials and supplies), suggested best-practice design and operational standards, equipment standardization, a prioritized list of location-specific renovations with estimated costs, irrigation and water use technology and software recommendations, and best practice operational recommendations. These deliverables shall reflect industry best practices and include climate adaptation and water use reduction as drivers.
