*As of February 16, 2022, a general contractor has been awarded. Project No.: 220W22 Clatsop County Public Works Department is conducting an Invitation to Bid for a bridge replacement on County Bridge #B0663, State NBI #11161 (Klaskanine River Bridge), located at milepost 10.6 on Youngs River Road in Clatsop County, Oregon. This bridge was constructed in 1956 and is owned and maintained by Clatsop County. The superstructure is concrete with an asphalt wearing surface, substructure is wood pile and wood caps. The existing bridge dimensions are approximately 29' wide by 182' long with 7 equal 26' spans. Clatsop County is conducting an Invitation to Bid for the bridge replacement of the Klaskanine River Bridge, County Bridge located on Youngs River Road at MP 10.6. Contractor shall furnish all labor, materials and equipment as described herein. Estimated Award of Contract February 9, 2022 Time of Project Completion Complete all project work by March 1, 2023. Work of the contract shall continue without delay or interruption once it has begun. In-Water work period is from July 1 to September 15. Performance bond must be executed solely by a surety company or companies holding a certificate of authority to transact surety business in the State of Oregon and payable to Clatsop County. A Payment Bond in an amount equal to the full contract price, solely for the protection of claimants under ORS 279C.600. Payment bond must be executed solely by a surety company or companies holding a certificate of authority to transact surety business in the State of Oregon and must be payable to Clatsop County. Bid bond equal to ten percent of the total bid is required. Project is for Public Works subject to ORS 279C.800 to 279C.870. The County reserves the right to waive minor informalities and reject any or all bids not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids if it is deemed to be in the public interest to do so. The work to be done under this contract consists of the following: Provide all equipment, materials, labor and incidental work necessary to complete the contract according to the plans, specifications and permits for the project. Contractor will comply with all OSHA safety guidelines. Preconstruction meeting is required two (2) weeks prior to proceeding with work. The Klaskanine Bridge will be closed for the duration of this project. Traffic delays on the detour route and as a result of this project shall not exceed 20 minutes. The contractor is responsible to maintain detour signage in place and in good maintenance throughout the project duration. Environmental protection is a key component to the project and the Contractor is directed to the plans, specifications and permitting documents for information. Work will be performed under permits from Oregon DSL, Oregon DEQ, Oregon Department of Fish and Wildlife and Army Corps of Engineers. Contractor is responsible for communicating and working with all necessary utility companies. Known utilities include overhead power south of the bridge and communication lines attached on the south side. These are proposed to be relocated but this has not been completed as of the time of this invitation to bid.
