Allows zero unit prices and labor Yes Allows negative unit prices and labor Yes The Lapeer County Road Commission reserves the right to reject any or all bids, to waive any defects in the bids, and to purchase materials in any manner deemed to be in the best interest of the Lapeer County Road Commission. Past experience and performance will be a factor in making an award. Delivery - The Bid Unit Prices shall include all shipping costs necessary to deliver the materials to the Lapeer County Road Commission located at (F.O.B.) 820 Davis Lake Road, Lapeer, Michigan 48446 Each order shall be invoiced separately. Special charges, surcharges, or fuel charges of any kind (by whatever name) may not be added on at any time. Any and all charges must be built into the bid prices at the time of bidding. The ordered sign posts and sign materials must be delivered within 45 calendar days of the date ordered. Deliveries that exceed beyond the expected delivery date will be penalized at a rate of 1% of the total cost of the order and an additional 1% penalty of the total cost of the order will be assessed for each business day beyond this point. Delivery may be accepted earlier than 45 calendar days without penalty. Bids will be taken in three (3) separate parts. Part 1: Prefabricated Reflectorized Signs Part 2: Posts & Delineators Part 3: Other Items, Sheetings, Vertical Retroreflective Strips, Barricades, etc. Bids must apply and be held good for a period of twelve (12) months from the bid date. a. The Road Commission reservces the right to order as large or as small a quantity per order as deemed necessary. b. No quantities are shown on the bid forms. Any minimum quantity requirements should be noted at the item bid. c. It is anticipated that the items in Part I and Part 2 will be ordered quarterly. These orders are expected to have a dollar value of approximately $3,000 per quarter on the average. Other materials will be ordered as needed. d. Both parties may extend the purchasing agreement for a longer period of time with mutual agreement. All other terms and conditions must remain the same for any additional periods. e. Bidders wishing to place conditions on their bids relating to minimum orders, delivery, etc., must do so in the following space (Fill out the following available space if applicable to your company otherwise type None) 5. Sales and Excise Taxes - The Lapeer County Road Commission, being a governmental unit, is exempt from Michigan Sales Tax and Federal Excise Tax. The price is to be net, exclusive of any taxes. 6. Inspection and Rejection - Final inspection shall be at the Road Commission's facility, unless otherwise agreed to in writing. Materials rejected as not conforming to this agreement, or as otherwise defective, shall be returned at Supplier's expense, including transportation and handling costs. 7. Warranty Requirements - The successful bidder shall be required to warranty all of the goods and materials awarded for a period of time not less than the manufacturer's warranty standard period of time, from the date the items are received, inspected and accepted by the Lapeer County Road Commission. 8. Bidders will be required to provide the name, address and telephone number of their suppliers for sign materials to be used for signs furnished on this bid. Reflective Material All reflective sheeting must meet or exceed ASTM D 4956 specifications for retroreflective sheeting based on the type specified within the bid and must meet the criteria contained within the current edition of the Michigan Department of Transportation's Standard Specifications for Construction and be on the Michigan Department of Transportation's Qualified Products List. The reflective sheeting shall be of the grade specified in the Bid documents. All material used for the construction of reflective sign material with this Bid are to be 3M brand to comply with the Road Commission's match components system. Aluminum Sheet Aluminum sheet for Type III sign panels must meet the requirements of ASTM B 209 for aluminum alloy 6061-T6, 5052-H38, or 5154-H38. Aluminum sheet for Type III sign panels must be fabricated from nominal 0.080 inch thick aluminum with mill tolerance meeting the requirements of ASTM B 209. Round the corners and remove burrs at the corners and mounting holes. Aluminum Drilling Specifications The holes in the aluminum blanks and prefabricated signs shall be punched according to the current edition of the Michigan Department of Transportation Standard Specifications for Construction, unless otherwise noted. Sign aluminum blanks may have 2, 4, or 6-hole punching patterns and will be specified with each order. U-Channel Sign Posts MATERIAL Hot rolled steel STRENGTH 60,000 psi minimum yield strength SHAPE U-Channel WEIGHT 3lbs./lin.ft FINISH Galvanized END TREATMENT PER MDOT Specifications PUNCHING PER MDOT Specifications The holes shall be located at the center of the post width. The maximum tolerance for the location of the punch holes is .05 inch in any direction. ACCEPTANCE At the time of delivery the posts will be inspected for their conformance to the specifications listed here. Any post failing to meet these specifications will be returned for replacement. Sign Design, Shape and Symbols The general appearance of the legend, color, size and shape of the signs shall be in accordance with the current edition of the Michigan Manual of Uniform Traffic Control manual. Written certification from the manufacturer, stating that materials furnished for signs, posts and miscellaneous materials meet or exceed the applicable Michigan Department of Transportation specification, shall accompany materials shipped on this order. The successful bidder shall certify that the tested materials certified above were incorporated in the completed signs delivered. The Lapeer County Road Commission reserves the right to arrange for independent assurance testing on materials furnished. Any materials not meeting the required specifications will be rejected and it shall be the supplier's obligation to remove the defective materials from Road Commission property forthwith.
