The USDA Forest Service (FS), East Zone, has an anticipated requirement to provide and furnish all labor, superintendence, materials, tools, and equipment for the removal of existing vault toilets; furnishing and installation of prefabricated precast concrete vault toilet buildings that meet ADA accessibility standards; excavation for building placement; filling void areas from demolition; and backfilling of the new buildings and various other site work as described within the specifications and drawings that will be provided with the Request for Proposal (RFP) Solicitation to follow. Additionally, the Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects, FP-14, U.S. Customary Units shall be included by reference and made a part of the Invitation for Bid (IFB) Solicitation and any resultant contract. The project is comprised of several areas of Mark Twain National Forest to remove multiple pre-existing toilet structures and replace with prefabricated precast concrete toilet vaults (CXT or equal). This procurement will be solicited using North American Industry Classification System (NAICS) 236220-- Commercial and Institutional Building Construction, with a small business size standard of $39.5M. A Request for Proposal Solicitation for this acquisition will be released on or about January 3, 2023 and will close on or about February 3, 2023. It is anticipated that the contract will begin on or about Feb 13, 2023. This acquisition will be competed as a 100% Total Small Business Set Aside. Construction Magnitude is between $250,000 and $500,000. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to construct new work, additions, alterations, or maintenance and repairs for road and other transportation related repair and construction services. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice.
