Renovation of a municipal facility in North Easton, Massachusetts. Completed plans call for the renovation of a municipal facility.

The Select Board of the Town of Easton, Massachusetts, the Awarding Authority, invites sealed bids from General Contractors for the exterior restoration of the Easton Town Hall, located at 136 Elm Street in North Easton, MA, in accordance with the documents prepared by architects Spencer, Sullivan & Vogt. The scope of the work includes: Removal and legal disposal of asbestos-containing caulking and putty at windows Restoration, rebuilding and replacement of designated areas of exterior wood trim and framing Wood window restoration. Selective replacement of sheet metal flashings (Roofing filed sub-bid) Selective replacement of flat-seamed copper roofs and flashings (Roofing filed sub-bid) Replacement of copper gutters (Roofing filed sub-bid) Stripping of paint at existing exterior wood trim (Painting filed sub-bid) Preparation, priming and finish painting of wood trim (Painting filed sub-bid) General bidders must be DCAMM certified in the category Historic Building. Filed subbidders must be DCAMM certified in their respective trades. All bids must include a current DCAMM Certificate of Eligibility and a signed DCAMM Update Statement. General Bidders and Filed Sub-bidders shall have completed similar work on at least 3 buildings listed in the State Register of Historic Places within the past 5 years. General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Town of Easton A performance bond in an amount equal to 100 percent of the total amount of the bid with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total bid amount. All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.149, 44A through 44H, as amended. The project is being partially funded with a grant from the Massachusetts Preservation Projects Fund through the Massachusetts Historical Commission. All work must meet the Secretary of the Interior's Standards for the Treatment of Historic Properties. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive. Attention is further directed to the requirements of G.L. c.149, 44D requiring submission of a Division of Capital Asset Management-approved Certificate of Eligibility and Update Statement with all bids. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The Town of Easton is an affirmative action/equal opportunity owner/purchaser. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town of Easton reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town. The Minority Business Enterprise/Women Business Enterprise (MBE/WBE) participation goal for this Contract is a combined goal of 10.4% of the Contract Price.
