The City of Virginia Beach and the City of Chesapeake are jointly soliciting Contractors for use by private Homeowner(s) for which the private Homeowner(s) will enter into private contracts with the Contractor to comply with the Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance Grant Program. The City of Virginia Beach "City" will not be a party to contracts between the Homeowner(s) and Contractor. Bidders are required to be a Commonwealth of Virginia Class A Contractor with experience actively engaged in renovations, remodeling, and repair projects. The work includes Turn-key elevation of designated houses, including all necessary site work, grading, foundation and footer installation and modifications, access and egress modifications and utility extensions. All work to be performed shall meet all applicable City and State building codes and in accordance with State and Federal Program regulations. The Contractor will be responsible for obtaining permits in accordance with the policies and requirements of the City. The contractor shall be denied prequalification if they are currently debarred by any public body, agency of another state or agency of the federal government. Multiple awards may be made from this solicitation. The City of Virginia Beach Reserves the Right to Accept or Reject Any or All Bids/proposals in Whole or in Part and to Wave Any Informalities in the Bid/proposal Process and Reserves the Right to Enter Into Any Contract Deemed to Be in the Best Interest of the City. The Specifications in This Bid/proposal Are Intended as a Quality Indicator and Guide for Your Bidding/response and Unless Otherwise Stated, the City Will Consider Alternate Bids/proposals of Equal or Better Quality, Which Shall Be Accompanied by Descriptive Literature. The Entire Contents of This Invitation to Bid/request for Proposal, Any Addenda, and Bidder's/proposer's Response Shall Be Incorporated Into Any Resulting Contract. There will be no pre-bid meeting for this solicitation.
