Site work for a water / sewer project in Abingdon, Virginia. Completed plans call for site work for a water / sewer project.
The installation of the following: WSL-010-21B Combined Water Line Extension Project (Abrams Falls Road, Fleenors Memorial Road and Hobbs Road) The project consists of installation of approximately 12,470 linear feet of 4-inch, 2-inch waterline and all associated appurtenances as shown on the plans. Incomplete bids will be considered non-responsive. The CONTRACT DOCUMENTS may be examined at any of the following locations: WCSA, 25122 Regal Drive, Abingdon, VA 24211; (276) 628-7151 Associated General Contractors; 249 Neal Drive, Blountville, TN 37617; (423) 323-7121 Knoxville Builders Exchange; 300 Clark Street, Knoxville, TN; (865) 525-0443 Data; 4300 Beltway Place, Suite180, Arlington TX 76018; (800) 393-6343. Bidders and subcontractors are required under Title 54, Chapter 11, Code of Virginia (1950) to have a contractor's license appropriate for value of work performed. The bidder shall place on the outside of the envelope containing the bid and on the bid form, the license classification held, and the Virginia license number. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President's Executive Order 13658 regarding minimum wages on federal funded construction contracts, the Civil Rights Act of 1964, the Davis-Bacon Act, and Section 436 of P. L. 113-76, American Iron and Steel. idders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. In the event the lowest bid from any responsible bidder exceeds available funds, the General Manager, or his designee, is authorized and directed to undertake negotiations with such apparent low bidder to obtain a contract price within available funds. The General Manager or his designee may negotiate in person, by telephone, in writing or in any other manner deemed appropriate by the General Manager. Should the General Manager or his designee secure the agreement in writing of such bidder to a contract price within available funds such written contract and contract price shall be submitted for approval to the Board at an open meeting of the Board. No bid or contract shall be deemed accepted or approved until it receives at least four (4) affirmative votes at an open meeting of the Board. Bidders must comply with all applicable rules and regulations in reference to employment practices. Bidders must comply with the Davis-Bacon Act and also with Section 436 of P.L 113-76 American Iron Steel. The bidder shall include with his or her bid a copy of the Contractor's bid bond, acknowledgement of addendum(s) (if applicable), the completed "Bidders Qualification Statement", and the "Bidder Compliance Statement Regarding Equal Employment Opportunity" (Attachment #3 Contract Inserts), and "MBE/WBE Compliance Checklist" (Attachment 1 Contract Inserts), and the EPA Subcontractor Forms (Attachment 6 Contract Inserts) which are contained in the CONTRACT DOCUMENTS.
