Bid security shall be submitted with each bid in an amount not less than five percent of the bid amount. Bid security shall be in a separate envelope in the form of a bid bond, a certified check, or a cashier's check payable to Howard-Winneshiek Community School District. If a bid bond is used for security, it must be signed by both the bidder and the surety The contract shall be awarded to the lowest responsible bidder whose bid is in conformance to the Bidding Documents prepared by Emergent Architecture. Bids may be held by the District to review the bids and investigate the qualifications of bidders, prior to awarding the contract. Once approved, a Notice to Proceed will be issued to notify the bidder of the contract award. General Construction Contract: Complete by May 31, 2023 The successful bidder will be required to furnish a Performance Bond and a Payment Bond within ten (10) days after award in an amount equal to one hundred percent (100%) of the contract price. The District reserves the right to reject any and all bids, re-advertise for new bids, and to waive in formalities and irregularities in the bids submitted. The project consists of an addition to the Howard-Winneshiek CSD campus in Cresco, Iowa located between the elementary-middle school and the high school. This building connects both existing buildings to create a single connected K-12 facility. Utilities will be rerouted to be closer to the elementary and the building addition is mostly located next to the existing high school on the south. The building consists of a new secondary competition gymnasium and weight room that are a pre-engineered building structure with insulated metal panels. The rest of the building is a load bearing masonry block with brick and stone exterior to match the existing high school, with open web joists and metal deck roof construction. The corridors connect to two north exits from the existing high school and allow students to pass through to a south exit from the middle-elementary school. The new addition also includes a new kitchen entry and storage, public toilets, a competition locker room with a coach's office, referee rooms and toilets, conference room, training, and storage rooms. As an alternate price there is a planned wrestling room to the east of the addition that is a hardened space. The project also includes the complete remodeling of the existing free standing wood-framed weight room into the new alternative learning center, along with some locker room remodeling and a new walk-in freezer and refrigerator within the existing high school. Exterior improvements include a new bus drive to the east of the building and some rework of the northwest parking area near the administration office entrance at the back of the High School.
