The lowest responsible bidder will be determined by the total amount of Base Bid or Base Bid plus Bid Alternate #1 may be selected, if any. If the contract is awarded, it will be awarded to the lowest bidder on the basis of the bid most favorable to the Village of Johnson City. The contract will require the completion of the work according to the contract documents. The Village of Johnson City reserves the right to waive any informality in order to reject any or all bids and to accept the bids which they deem most favorable to the interest of the Village of Johnson City.
