City of Hays reserves the right to reject or accept any and all bids/proposals, to waive any irregularities in such bids/proposals, and to accept such bids/proposals that are the most responsive and best suits the City of Hays. No bid shall be withdrawn for a period of 45 (forty-five) days subsequent to the opening of bids without the written consent of the City of Hays, Kansas.
