As of April 4, 2022, although a firm timeline has not been disclosed, this project is expected to be solicitated in May/June of 2022. *The closed solicitation has been included below for reference: Title: AuSable Sea Lamprey Trap Classification Code: Y1KA Construction of dams NAICS Code: 237990 - Other Heavy and Civil Engineering Construction Is this a Recovery and Reinvestment Act Action: No Place of Contract Performance: AuSable River, Iosco County, MI United States Description: The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for the following: Construction of a sea lamprey trap structure at the Michigan Department of Natural Resources weir on the AuSable River, Iosco County, MI. The structure will consist of a marine platform, trap vault, and lift system. The aluminum grating platform will be 25 feet long and 10 feet wide and will be supported by driven H-piles and H-pile girders. Steel railing will be installed along the edges of the platform. The trap vault will be formed by steel plates bolted and welded to the driven piles and will have a concrete base and two sluice gates to control flow. A 1-ton pedestal mounted davit crane with a manual hoist is to be installed on the structure for trap removal. The sea lamprey trap will be constructed by the U.S. Fish and Wildlife Service (USFWS) in a separate contract and will be designed to fit into the trap vault. In addition to the construction of a sea lamprey trap structure, the project will also include the creation of an access path leading to the platform and repairs to the east bank weir wingwall. The access path will consist of two steel sheet pile (SSP) enclosures constructed on the north and south sides of an existing stormwater swale and steel grating spanning the width of the swale. The path will be 15-feet-wide and approximately 50-feet-long. The SSP enclosure will have H-pile cross beam bracing and will be filled with crushed limestone fill. The existing stormwater swale will be re-graded and lined with riprap. The repairs to the wingwall will include the installation of an SSP anchor wall and H-pile cross beam bracing connecting to the existing wingwall. Stone ranging in size from aggregate to a D50 of 10 inches, will be required throughout the project as erosion protection. Access road repairs including grading will be required at the time of construction for equipment access to the site. Restoration activities throughout the project site will include excavation, grading, and seeding prior to demobilizing equipment. To be considered as a potential source, vendors must meet the following definitive responsibility criteria: Submit 3 past projects completed within the last 10 years, each having a total project value of at least $750,000, and the projects shall also meet the following criteria: The vendor shall have served as the prime contractor Vendor must clearly demonstrate that 70% of the project scope consisted of sheeting and piling earth retention or vendor must clearly demonstrate that $525,000 of project costs were for the installation of sheeting and piling earth retention. Vendor must clearly demonstrate self-performance of sheeting and piling. The vendor may meet the definitive responsibility criteria through the use of a subcontractor. If the vendor is relying on a subcontractor to meet the definitive responsibility criteria, the vendor must submit documentation showing that the subcontractor meets the criteria above for the subcontractor's projects. In addition, the vendor must provide a letter of commitment from the subcontractor to perform the identified work. This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The contractor will have an estimated 365 calendar days to complete this requirement. The contract is expected to be solicited in the May or June 2022 timeframe. The estimated cost of construction is between $500,000 and $1,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $39.5 million. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to these sources sought. Please reference in the subject line "SOURCE SOUGHT AuSable Sea Lamprey Trap. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. Additional pages over 5 will not be reviewed. Projects that do not meet the dollar threshold, completion timeline, or contain less than two of the factors will not be considered as relevant experience. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
