REQUEST FOR PROPOSALS PARKS PLANNING & DESIGN SERVICES (3 YEAR TERM) PROFESSIONAL SERVICE TERM CONTRACTS FOR BROOME COUNTY DEPARTMENT OF PARKS & RECREATION (Primary) OTHER COUNTY DEPARTMENTS (Secondary) THE COUNTY RESERVES THE RIGHT TO AWARD MORE THAN ONE CONTRACT UNDER THIS SOLICITATION Each firm may provide general planning / programming, consultation / technical support, design, bidding, and construction support services for various projects within the Broome County Parks system. Typical upcoming projects may include building renovation/reuse projects, restroom facility upgrades/replacements, park amenity upgrades (including playing fields, landscape features, and implementation of green infrastructure), and planning for new park facility buildings. The Specific Scope of the Parks Planning & Design Services may include, but may not be limited to: (A) Planning and/or program development for new and/or existing park facilities to evaluate options to modify and/or adapt park facilities to meet the owner's needs (this includes any and all park features including outdoor recreation, waterfront features, parking lots, campgrounds, park utilities, restroom buildings, and other park buildings); (B) Preliminary design, schematic design, and design development for each respective discipline that may be required for various types of parks projects (planning, architecture, structural engineering, mechanical / electrical / plumbing design, site design, environmental permitting support, & landscape architecture); (C) Project design and bid support including, preparation of plans and specifications, preparation of cost estimates, code analysis and review (as needed for building type projects), preparation of bid documents, bid assistance, and bid analysis; (D) Construction-phase services including daily project management, construction monitoring, on-site inspection, analysis, survey, reporting, and Clerk-of-the Works services (if needed); (E) Post construction phase and final project close-out services to assure compliance with all guarantees and funding sources; (F) Miscellaneous technical support and assistance as necessary and; (G) Coordination of all review and permitting/approval with involved agencies as required including but not limited to: Local governments, Local utility companies, Broome County's Code Enforcement Officer, Broome County's Health Department, NYS Department of Environmental Services, US Army Corp of Engineers, and any other involved agencies and or funding sources. All work under this contract is to be in accordance with all applicable federal, state, and local rules and regulations including but not limited to: the NYS Departments of Transportation, Health, and Environmental Conservation; all Environmental / Building / Fire / Safety Codes, and any other involved agencies and/or funding sources. It is the intent of Broome County to select at least three (3) qualified firms for a more detailed in-depth evaluation of qualifications in an interview situation. Qualification submittals should address your firm's professional expertise with the outlined scope of services briefly described above. The criteria that will be used for selecting a firm will be based on assessment in the following areas: (A) specialized experience (we are specifically looking for a multi-service firm that has specific park planning and design services either within a single firm or within a team with proven experience working together on parks related projects), (B) capacity and capability of the firm to perform the work (we will be evaluating your staffing levels in each of the desired areas of expertise), (C) past record of performance on similar types of parks planning and design projects (including parks buildings and/or facilities), and (D) proximity to and familiarity with the area in which the project is located (this could be via experience with parks projects or other types of projects). All work must be performed under the direction and supervision of a licensed professional as required by law, registered to practice in the State of New York. The licensed professional should be aware that Broome County has specific professional liability insurance requirements for professional services. Any costs incurred by the firms responding to this RFP are at the firm's own risk and expense as a cost of doing business. The method of contractor selection has not been determined at this time.
