It is important to continue investment to support the businesses and community and keep the area relevant and vibrant. The infrastructure, telecommunication, electrical, water, sewer, and stormwater systems go back over 120 years. The last major downtown revitalization occurred in 1988. This work has supported the downtown area for the last 30 years. The concept of what downtown is has expanded over the years and now includes the Railroad Street area to 93rd Street, south to the Main/Marlboro/Winchester Streets intersection, down Roxbury Street to Roxbury Plaza, and is moving down Gilbo Avenue to School Street. The features that give downtown its unique spirit need to be considered when expanding the downtown area. In 2023, the City Council selected a design alternative for the project that included: - Two travel lanes in each direction - Dedicated bike lanes - Maintaining the existing rotary intersection encircling Central Square - A raised intersection at Gilbo Avenue/Railroad Street In addition to infrastructure replacement and other improvements, the funding will include improvements to existing treatments, such as open spaces, along Main Street and will look to incorporate the downtown concepts to areas immediately off Main Street. Preliminary design is currently underway. Included in that design effort is preparation of the economic analysis needed to support federal grant applications. Construction has been initially set for FY25, FY26, and FY27. It is anticipated that the project will be completed in three phases. Central Square will be the first area, then proceeding from Central Square to Gilbo Avenue, and finishing between Gilbo Avenue and Water Street/Davis Street. The estimated cost for the project has been adjusted based on the final selected alternative as well as the most recent available 2023 construction cost data. Costs include an assumed 3% rate of inflation until the year of construction. In addition to infrastructure replacement and other improvements, the funding will include improvements to existing treatments, such as open spaces, along Main Street and look to incorporate the Downtown concepts to areas immediately off of Main Street. It is anticipated that the City will seek grants and other funding that will require an economic analysis that is within the existing funding. It is anticipated that preliminary design can begin in early calendar year 2022. Construction has been initially set for FY25, FY26, and FY27. It is anticipated that the work progression will be in thirds. With Central Square being the first area, then moving between Central Square and Gilbo Avenue and then finishing between Gilbo Avenue and Water Street/Davis Street. The estimated cost for improvements will be adjusted based on the outcome of the planning work. Project is included City of Keene FY 2023-2029 Capital Improvement Plan (CIP). Pg.No - 94. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The City of Keene, NH is seeking submissions Technical Services for Design of the Downtown Infrastructure Improvement and Reconstruction Project. To submit electronically, the proposal should be emailed to purchasing@keenenh.gov and under the email subject, please add the Project No. and Title of the project. If the proposal is submitted electronically, it is required that five (5) hard copies of the proposal (preferably on double-sided, maximum post-consumer recycled content paper) be mailed to the Purchasing & Contract Services Office, City Hall, 3rd Floor, 3 Washington Street, Keene, New Hampshire 03431. The postmark must be on or before the due date. Please note that the City's email server limits attachments to 10 MB. If the proposal exceeds this limit, it will not be received by the City and no notification will be provided to either the sender or the receiver. As such, we HIGHLY RECOMMEND using a file sharing service and also calling to verify receipt. All proposals must be received by 2:00 PM on 02/03/2022. Proposals received after that date and time shall not be considered The method of contractor selection has not been determined at this time.
