Completed plans call for the demolition of a 54,643-square-foot educational facility; for asbestos abatement for a educational facility; for site work for a educational facility; for the construction of a 60,461-square-foot educational facility; and playground / park / athletic field.
This Project Description summarizes the required scope to be provided by the selected Architect/Engineer (A/E). Design and construction of a new elementary school for grades PK through 5. The new elementary school will be located on the same site as the existing former Williamsburg High School, 54,643 square feet (sf) in size, which is scheduled to be abated and demolished, and is required to be designed, administered, and closed out by the A/E The co-funded master plan square footage for the new elementary school is 54,261 sf. Through a Locally Funded Initiative (LFI), Williamsburg LSD is funding additional sf for the gymnasium space in the amount of 2,600 sf, and three pre-K/K classrooms in the amount of 1,200 sf each, for a total LFI of 6,200 sf. The LFI increases the size of the new elementary school to 60,461 sf. Other LFI scope includes gymnasium bleachers, larger playgrounds, decorative site fencing, and terrazzo flooring in the lobby areas. Another LFI scope item that is of potential interest of Williamsburg LSD is implementing either authentic or replica historical architectural elements to the exterior façade Planned enrollment for the new elementary school is 444. Achieving LEED silver certification under version 4.0 for the new elementary school is required at a minimum. Substantial completion of construction of the new elementary school is scheduled for July 2027 The abatement and demolition of the existing former Williamsburg High School and the new elementary school will be included in the same bid package. There will not be an option to bid either the abatement and demolition of the existing former Williamsburg High School or the new elementary school, or a combination bid. Each bidder will be required to submit a bid for abating and demolishing the existing former Williamsburg High School and construction of the new elementary school. The successful General Contractor will be responsible for determining the means and methods related to the sequencing of abatement, demolition, and new construction activities. Abatement and demolition of the existing Williamsburg Elementary School. This will occur when substantial completion of the new elementary school is obtained, and Williamsburg LSD moves out of the existing Williamsburg Elementary School. The abatement and demolition scope will be a separate bid package. The size of the existing Williamsburg Elementary School is approximately 44,712 sf. Substantial completion of the abatement and demolition of the existing Williamsburg Elementary School is scheduled for October 2027. Estimated Budget / Funding State Funding: $12,395,162 ther Funding: $5,833,017 local share; $6,707,787 LFI Construction Cost: $20,053,670 Total Project Cost: $24,935,966 Anticipated Schedule Professional Services Start: 05 / 24 Construction Notice to Proceed: 10 / 25 Substantial Completion of all Work: 10 / 27 Professional Services Completed: 09 / 28 Estimated Basic Fee Range (see note below) 6.0% to 6.5% DGE Participation Goal Percent of initial Total A/E Fee: 5.0% Basic Services include: (1) Program Verification, (2) Schematic Design, (3) Design Development, (4) Construction Documents, (5) Bidding and Award OR GMP Proposal and Amendment (as applicable), (6) Construction Administration, and (7) Closeout services. The Basic Fee includes all professional design services and consultant services necessary for proper completion of the Basic Services, including validation of existing conditions (but not subsurface or hidden conditions) and preparation of cost estimates and design schedules for the project. The Estimated Basic Fee Range is calculated as a percentage of the Estimated Budget for Construction Cost above, including the Owner's contingency. The Basic Fee excludes any Additional Services required for the project.
